Regulations of Yinchuan Municipality on the Administration of Dog Raising

Chapter I General Provisions Article 1 In order to protect citizens' personal health and safety, maintain public order, protect public health and regulate dog-raising behavior, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the management of dog-raising behavior and dog management behavior within the administrative area of this Municipality.

These regulations are not applicable to the management of soldiers and police dogs. Article 3 Dog management adheres to the principle of combining prohibition with restriction, government supervision, public supervision and self-discipline of dog owners. Article 4 The administrative department of urban management of Yinchuan City (hereinafter referred to as the urban management department) is the competent department of dog management in this Municipality, and is responsible for the organization, supervision and guidance of dog management in this Municipality. District and county (city) urban management departments are specifically responsible for the registration and filing of dog licenses.

Agriculture and animal husbandry departments and supervising agencies for animal epidemic prevention are responsible for the immune management and disease prevention of dogs.

The public security department is responsible for investigating and dealing with dog wounding, barking and other illegal acts.

The person in charge of the health and epidemic prevention department provides and vaccinates rabies vaccine in a unified way, diagnoses and treats people injured by dogs, and monitors the rabies epidemic.

The industrial and commercial department is responsible for the registration and management of dog management. Fifth street offices, township (town) people's governments, community residents' (village) committees, community owners' committees and property management agencies shall cooperate with relevant departments to do a good job in the daily management of dog raising.

Community residents' (village) committees and owners' committees of residential quarters may convene residents' (village) meetings and owners' meetings, formulate conventions on dog-raising related matters according to law, and supervise the implementation. Article 6 The urban areas of xingqing district, jinfeng district and Xixia are dog-restricted areas, and Yongning County, Helan County and lingwu city can stipulate dog-restricted areas within their respective jurisdictions according to the needs of urban development. Chapter II Management of Dog-Raising License Article 8 A license registration system shall be implemented for dogs in restricted areas, and each household is limited to one dog, but it is forbidden to keep strong dogs.

Specific dog breeds are determined by the municipal urban management department in conjunction with the agriculture and animal husbandry department and announced to the public. Article 9 An application for raising a dog shall meet the following conditions, and go through the licensing registration formalities with the urban management department:

(1) An individual applying for raising a dog shall have full capacity for civil conduct and a fixed residence.

(2) Where a key public security protection unit determined by the public security organ applies for raising a dog, it shall have a sound dog safety management system, safe and reliable dog cages, kennels and other facilities, and sign a letter of responsibility for safety with its community residents' committee;

(three) issued by the dog immunization certificate. Article 10 For eligible dog-raising applicants, the urban management department shall go through the registration formalities in time, issue a Dog-Raising License, and take management measures such as implanting electronic tags to facilitate inspection.

Fourteenth puppies allowed to raise dogs, dog owners should properly handle the puppies within 60 days from the date of birth.

If the prospective dog is lost, transferred, donated or moved with the dog owner, the dog owner shall go through the formalities of cancellation or change of registration with the urban management department within 30 days from the date of the above facts.

If a prospective dog dies, the dog owner shall immediately notify the supervising agency for animal epidemic prevention for harmless treatment, and go through the cancellation procedures at the urban management department.

Dog owners who give up their dogs and are unable to resettle themselves shall be sent to the dog reception center (shelter) and go through the cancellation procedures at the urban management department. Article 15 When bringing foreign dogs into this city, the dog-bearer must hold a valid rabies quarantine and immunization certificate issued by the supervising agency for animal epidemic prevention at or above the county level, and go to the agriculture and animal husbandry department for examination and filing. Breeding in the restricted area of this Municipality for more than 6 months shall go through the registration formalities in accordance with the provisions of these Regulations.
