Chapter III Safety Inspection and Rating of Dam Operation Safety Management Regulations of Hydropower Station

Sixteenth hydropower dam safety inspection is divided into daily inspection, annual detailed inspection, regular inspection and special inspection.

Seventeenth daily inspections by the hydropower station operation unit is responsible for. The operation unit of hydropower station shall organize professional and technical personnel to regularly inspect the dam of hydropower station, and immediately deal with the safety problems found in the inspection; If it cannot be handled, it shall report to the relevant person in charge of the unit in a timely manner. Patrol inspection and handling should be recorded and saved in the form of words and charts.

Eighteenth annual detailed investigation by the hydropower station operation unit is responsible for. The operation unit of hydropower station shall organize professional and technical personnel to conduct detailed inspection on the dam of hydropower station before and after the annual flood season or during the dry season and freezing period, put forward the annual detailed investigation report on dam safety of hydropower station, and report it to the dam center for the record.

The annual detailed investigation shall include the following contents:

(1) Analysis of annual monitoring data;

(two) access to operation, inspection and maintenance records;

(three) to conduct a comprehensive inspection or special inspection of the dam safety related facilities of hydropower stations.

Nineteenth regular inspection by the dam center. The dam center may entrust the dam management institution of hydropower station to organize and implement regular inspections. Regular inspection is generally carried out every five years 1 time, and the inspection time is generally not more than 1 year.

The first 1 periodic inspection of the new project will be carried out five years after the safety appraisal of the project completion. For dams that have been in operation for more than 40 years, the dam authorities should conduct a comprehensive review and appraisal in combination with regular inspections; For important dams with potential dangers, the dam authorities shall conduct safety assessment in a timely manner in accordance with the current technical regulations and norms.

The dam center should organize regular inspections and form an expert group. The expert group shall determine the special inspection items and contents according to the specific conditions of hydropower dams. Hydropower station operating units shall organize qualified units to carry out special inspections and submit special reports on special inspections to the dam center. The dam center will review the special report, and comprehensively analyze the structural status and safety status of the dam according to the actual operation of the dam, evaluate the safety level of the dam, put forward regular inspection reports, form regular inspection opinions, and report them to SERC for filing.

The dam center entrusts the competent dam unit of hydropower station to organize and implement regular inspections, and the competent dam unit of hydropower station puts forward a list of experts. The dam center reviews the composition of the expert group, reviews the special inspection items and contents determined by the expert group, and sends people to participate in regular inspections. The expert group shall regularly submit inspection reports to the dam authorities of hydropower stations. Dam Center reviews the periodic inspection reports put forward by the expert group, rechecks relevant special reports when necessary, evaluates the dam safety grade of hydropower station, forms periodic inspection and recheck opinions and reports them to SERC for filing.

Twentieth special inspection by the hydropower station operating units, dam center organization and implementation.

In case of catastrophic flood, strong earthquake or abnormal situation that may affect the dam safety of hydropower station, the hydropower station operating unit shall apply to the dam center for special inspection. After receiving the application, the dam center shall promptly organize an expert group to determine the inspection items and contents. For projects that need special inspection, the hydropower station operation unit shall organize units with corresponding qualifications to carry out special inspection, and submit a special report on special inspection to the dam center. Conduct a comprehensive inspection of the dam center and put forward a special inspection report. The operation unit of hydropower station shall make rectification according to the special inspection report.

Article 21 The operation unit of hydropower station shall establish a safety inspection system for hydropower station dams, carry out safety inspection work, check the safety and reliability of hydropower station dams and their operation, find abnormal situations or hidden dangers and defects in time, put forward remedial measures and suggestions for improvement, and make timely rectification.

Twenty-second dam center shall regularly report the results of regular and special inspections of hydropower dams to the water administrative department of the State Council.

Twenty-third relevant technical service units engaged in regular and special inspections of dam safety of hydropower stations shall have corresponding qualifications and good performance. The dam center regularly publishes qualified technical service units.

Article 24 The dam safety grade of hydropower station is divided into three grades: normal dam, diseased dam and diseased dam.

Hydropower dams that meet the following conditions are rated as normal dams:

(a) the design standards meet the requirements of the current specifications;

(two) the dam foundation is good, or although there are local defects, it does not pose a threat to the overall safety of the hydropower station dam;

(3) The dam stability and structural safety meet the requirements of current codes;

(4) The dam operation performance of hydropower station is generally normal;

(five) the reservoir area, reservoir bank and bank slope near the dam are stable or basically stable.

The dam of a hydropower station under any of the following circumstances is assessed as a diseased dam:

(a) the design standard does not meet the requirements of the current code, which has restricted the operation conditions of the hydropower dam;

(two) there are local hidden dangers in the dam foundation, but it does not pose a threat to the dam of hydropower station;

(3) The dam stability and structural safety meet the requirements of the code, and the structure is partially damaged, which may endanger the safety of the hydropower dam, but the hydropower dam can store water normally;

(four) the operation of the dam of the hydropower station is abnormal, and it does not constitute an accident risk after analysis;

(5) There is collapse or landslide in the reservoir area near the dam, but it does not pose a threat to the safety of the water retaining structure of the hydropower station dam after analysis.

The dam of a hydropower station under any of the following circumstances is assessed as a diseased dam:

(a) the design standard is lower than the current specification requirements, which obviously affects the dam safety of hydropower stations;

(two) there are hidden dangers in the dam foundation, which have endangered the safety of the hydropower station dam;

(three) the dam stability or structural safety does not meet the requirements of the current code, endangering the dam safety of hydropower stations;

(four) there are signs of accidents in the dam of hydropower station;

(five) there are signs of serious landslides or landslides that endanger the safety of hydropower dams in the reservoir area near the dam.

Dangerous dams should be reinforced, rebuilt and maintained within a time limit, and before being assessed as normal dams, the operation mode should be changed or the operation conditions should be restricted.

If the safety level of hydropower dam changes, the dam center shall report to SERC for the record.
