Article 86 of the Special Equipment Safety Law violates the provisions of this law, and the production, operation and use unit of special equipment has one of the following circumstances, and shall be ordered to make corrections within a time limit; If it fails to make corrections within the time limit, it shall be ordered to stop using relevant special equipment or suspend production and business for rectification, and a fine of 1 10,000 yuan but not more than 50,000 yuan shall be imposed: (1) it is not equipped with qualified special equipment safety management personnel, testing personnel and operators; (two) the use of personnel who have not obtained the corresponding qualifications to engage in the safety management, testing and operation of special equipment; (3) Failing to provide safety education and skills training to the safety management personnel, testing personnel and operating personnel of special equipment.

The scope of special operations shall be specified in the catalogue of special operations. The term "special operations personnel" as mentioned in these Provisions refers to employees directly engaged in special operations. The certificate held by special operations personnel is a special operation certificate.

Application conditions: (1) at least 18 years old, and not exceeding the national statutory retirement age; (2) Having passed the physical examination in a community or medical institution at or above the county level, and (3) having a junior high school education or above; (4) Have the necessary safety technical knowledge and skills; (5) Other conditions specified in the corresponding special operations.
