Legal analysis: According to the opinion of Xiantao Municipal Government, the development plan of Xiantao West Railway Station was compiled by the Municipal Planning Bureau. In the near future, the land will be controlled according to the plan of 2000 mu, and in the long term, it will be planned according to the surrounding 10 square kilometer. There are parking lots, storage areas, commercial and financial service areas, living quarters, public service facilities and other projects in the planning area.

Legal basis: Article 38 of People's Republic of China (PRC) Urban and Rural Planning Law. In the urban planning area, the right to use state-owned land is provided by way of transfer. Before the transfer of the right to use state-owned land, the competent department of urban and rural planning of the people's government of the city or county shall determine the planning conditions such as the location, nature of use and development intensity of the land according to the regulatory detailed planning. It is suggested as part of the contract for the assignment of the right to use state-owned land. Where the right to the use of state-owned land is provided by means of transfer within the planning area of a city or town, before the transfer of the right to the use of state-owned land, the competent department of urban and rural planning of the people's government of a city or county shall, according to the regulatory detailed planning, put forward the planning conditions such as the location, use nature and development intensity of the land to be transferred as an integral part of the contract for the transfer of the right to the use of state-owned land. Land plots with uncertain planning conditions shall not be allowed to transfer the right to use state-owned land.
