From June to May, these projects completed an investment of 4.302 billion yuan, accounting for 23.2% of the annual plan, 65.438+08.5 percentage points behind schedule.

Of the 27 projects that have not started, 8 are planned to invest more than RMB 1 100 million this year, accounting for 1 7.8% of the projects invested more than RMB1100 million. Third, the progress of key investment projects led by the government is not satisfactory.

Among them, 32 projects failed to reach the scheduled progress, and 16 projects did not start, accounting for 38. 1% of the government-led projects. From previous years, the investment in key projects accounted for about 70% of the total investment in the region, so the speed of key projects directly affected the investment process in the region. Judging from the current situation, if we want to complete the annual target and tasks, the investment in the whole region will be at least 301.1.800 million yuan per month in the next seven months, while the key projects with most shares will be at least 201.800 million yuan per month. Judging from the current situation, it is extremely difficult to accomplish this goal.

There are five main reasons for the slow growth of investment in our region, the low operating rate of newly started projects and the shutdown of some continued projects:

First, the land use index is particularly tight. According to the survey, among the key projects, * * * has 63 projects with land index problems to varying degrees. The planned land area is 8 1 139 mu, and the recent land demand is 287 12 mu. Up to now, only 97 17 mu of land requisition approval has been issued, with a short-term gap of 19004 mu and a long-term gap of 7 1422 mu. Second, demolition is very difficult. First, in some new projects that have been implemented, the demolition work has been blocked and the construction cannot be carried out as planned, such as Chongqing Huinong Product Wholesale Market Project and Jiayu Hotel Tourism Management College Project. Second, in some projects that have already started, the construction progress has slowed down due to demolition problems, such as the demolition of Yingbin Yangtze River Bridge, the demolition of the South Approach Bridge Xinghe Olympic Stadium and Jiangzhou Interchange Pingqiao Gas Distribution Station, the North-South Avenue project of Binjiang New City, and the demolition of the Third Factory and the Third Factory. Third, the land transfer of some agricultural projects is progressing slowly, such as the Huaguoshan Urban Eco-agricultural Park project. There are still 40 farmers who have not signed the land subcontracting and homestead replacement transfer contract.

Third, the promotion efforts are not enough. For example, the workshop of Dongfang Everbright Plastic Optical Fiber Project has been basically completed, but the equipment has been delayed, which has affected production; Jiachuan automobile production project, the investors have not yet reached an agreement on the construction content, and the project cannot be started; Zhicheng motorcycle parts project and Ruian agricultural project cannot be promoted, and the owner is ready to cancel the contract.

Four, the construction funds have not yet been implemented. Such as the relocation project of the district archives, the fund plan has not yet been implemented; Jiangjin district 20 1 1 Renovation Project of Dangerous Old Houses, the fund scheme has not been determined yet; Relocation projects of social welfare homes and mental rehabilitation hospitals, including central investment projects, and district-level supporting fund documents for elderly care center projects have not yet been issued.

Fifth, other factors have great influence. For example, the design drawings of the relocation project of the district central hospital are rough, which leads to many engineering changes and affects the construction progress; Urban and rural new housing projects, the "two regulations" adjustment has not been completed; The transformation of the old city in Germany has not yet been completed; In the theme park and project of modern agricultural culture in Jincan, farmers who have transferred land put forward additional requirements in the process of soil improvement and construction, which hindered the project from advancing; North-South Avenue of Binjiang New Town, because the land acquisition index has not been implemented, the masses have great opinions and petitioned for a long time.
