Can underage couples stay in hotels?

Is it illegal for underage couples to sleep in hotels?

It is definitely not illegal for underage couples to sleep in separate rooms in hotels. However, it is illegal for couples under 16 to open a room. If the hotel staff handle the formalities for the couple in this way, they will be fined if they are found by the police. Only adults above 18 can get a room alone and live together.
