Article 3 The protection and management of Chengde Summer Resort and surrounding temples should be combined with the protection of historical and cultural cities, adhere to the policy of giving priority to protection, rescue first, rational utilization and strengthening management, and correctly handle the protection of cultural relics and economic construction and social development relationship to ensure the safety of cultural relics.

Chengde City’s urban construction and tourism development should follow the guidelines for cultural relics protection. Their activities must not cause damage to Chengde Mountain Resort and surrounding temples, and must not destroy the overall historical style and nature of Chengde Mountain Resort and surrounding temples. environment. Article 4 Chengde Summer Resort and surrounding temples are owned by the state and may not be transferred, mortgaged, operated as corporate assets, or engaged in other activities that are detrimental to the protection of cultural relics. If it is really necessary to change the use, the provincial people's government shall submit it to the State Council for approval. Article 5 The Chengde Municipal People's Government is responsible for the protection of Chengde Mountain Resort and surrounding temples, organizes the preparation of a protection plan for Chengde Mountain Resort and surrounding temples, and incorporates it into the city's overall plan.

The Cultural Relics Administration Department of the Chengde Municipal People’s Government supervises and manages the protection of Chengde Summer Resort and surrounding temples. Temples managed by religious administrative departments with the approval of the State Council shall strengthen the protection of cultural relics and accept the professional guidance and supervision of cultural relics administrative departments.

The cultural relics administrative department of the Chengde Municipal People's Government may entrust the protection and management agency of Chengde Summer Resort and surrounding temples to impose administrative penalties on violations of cultural relics protection laws and regulations within its management scope.

Planning, construction, tourism, religion, finance, culture, public security, land and resources, water affairs, forestry, environmental protection and other departments shall, within the scope of their respective responsibilities, do a good job in the protection and protection of Chengde Summer Resort and surrounding temples. management work. Article 6 The Chengde Municipal People's Government shall include the funds required for the protection and management of Chengde Summer Resort and surrounding temples in the fiscal budget at the same level, and shall increase with the growth of fiscal revenue.

Ticket revenue from Chengde Summer Resort and surrounding temples should be mainly used for cultural relic protection.

Properties donated and sponsored by natural persons, legal persons and other organizations should be included in relevant cultural relics protection funds and used exclusively for cultural relics protection. Article 7 The Chengde Municipal People's Government shall regularly report the protection and management of Chengde Summer Resort and surrounding temples to the Standing Committee of the Municipal People's Congress and the Provincial People's Government. Article 8 The provincial and municipal people's governments and their cultural relics administrative departments and relevant departments shall commend or reward units or individuals who have made sudden contributions to the protection of Chengde Summer Resort and surrounding temples. Chapter 2 Protection Objects and Protection Scope Article 9 The protection objects of Chengde Summer Resort and surrounding temples include:

(2) Cultural relics and important information collected, kept and registered by the protection and management agencies of Chengde Summer Resort and surrounding temples;

Outside the protection scope, the construction control zone shall be demarcated according to the needs of cultural relics protection. The construction control zone shall be delimited by the provincial cultural relics administrative department in conjunction with the provincial construction administrative department, and shall be announced after approval by the Provincial People's Government.

The Provincial People's Government may adjust the protection scope and construction control zones based on the needs for the protection of historical and cultural cities and world cultural heritage.

Article 11 Chengde Summer Resort and surrounding temples should set up protection signs and protection boundary stakes, and no unit or individual may move or destroy them without authorization. Chapter 3 Protection and Management Article 12 The cultural relics administrative department of the Chengde Municipal People's Government shall formulate a scientific and technological research plan for the protection of cultural relics in the summer resort and surrounding temples, take effective measures to promote the application of scientific and technological achievements in cultural relics protection, and improve the quality of cultural relics protection. and scientific and technological level. Article 13 The protection and management agencies of Chengde Summer Resort and surrounding temples shall establish and improve the responsibility system for security and fire management, and shall be equipped with equipment and facilities for fire prevention, theft prevention, lightning strike protection, and natural damage prevention in accordance with relevant national regulations, and shall establish fire and flood disaster prevention and management systems. , emergency measures when earthquakes and other disasters occur. Article 14 In the key protected areas of Chengde Summer Resort and surrounding temples, no engineering construction shall be carried out except for the maintenance of ancient buildings and ancillary buildings, emergency reinforcement, repair, construction of protective facilities, relocation and other protection projects and restoration projects. .
