First, the scope of isolation belts on both sides of urban main roads

1. Plan the outer ring road (i.e. the first ring road) and the second ring road in Beijing within the urban area, and control the construction of the sections crossing the urban area (including the urban construction area planned in the overall urban construction plan of Beijing, the same below) according to the requirements of the red line of the planned trunk road, and the sections crossing the plain agricultural area shall be subject to the red line of the planned trunk road, with 65,438 on both sides respectively.

2. Nine planned trunk roads (see Annex 1) radiating from the planned second ring road in the urban area pass through the urban section, and the construction is controlled according to the requirements of the red line of the planned trunk road. The sections passing through the plain agricultural area (to the Beijing municipal boundary, the same below) shall be subject to the red line of the planned trunk road, with 100 meters on both sides as isolation zones.

3. As stipulated in the master plan (see Annex II), the secondary trunk highway crosses the urban section, and the construction is controlled according to the requirements of the red line of the planned trunk highway. The section crossing the plain agricultural area is subject to the red line of the planned trunk highway, with 70 meters on both sides.

4. According to the planning, the intersections of main roads that need to build interchanges should be controlled according to the requirements of the red line of planned interchanges in urban areas, and 100 meters should be set as the isolation zone in agricultural areas according to the red line of planned interchanges.

5. Planning primary and secondary roads through mountain sections, the county (District) people's government and the Municipal Planning Bureau according to the needs and specific circumstances to delimit the isolation belt. Second, on the land in the isolation belt on both sides of urban main roads, according to the planning of cities and towns, we can continue to cultivate, plant trees, plant flowers and grass, dig ditches, dig wells and bury pipes, and plant poles and lines. However, no unit or individual is allowed to build production and living houses and various shacks and facilities in the isolation zone, except for checkpoints and classrooms necessary for the management and maintenance of this main road. Three, in the isolation zone, the city construction units that have been approved in the past (excluding the construction units that illegally occupy land) will not expand the land in principle, but only within the original land use scope, and make necessary alterations, reconstructions or appropriate additions according to conditions; In principle, the existing rural residential areas and industrial and sideline points will no longer expand land use, and can be adjusted and transformed according to the approved agricultural construction plan. The construction of new countryside should be planned in a unified way, and the isolation belt should not be occupied.

In urban and suburban towns, existing houses (excluding illegal buildings and all kinds of "temporary buildings") located in the red line of the planned main road can only be rebuilt as simply as possible according to the original location and area, and units and residents of existing houses are encouraged to relocate or retreat to the red line of the planned main road for reconstruction. All kinds of new houses shall be built according to the plan, and shall not occupy the red line of the planned main road, and shall not build all kinds of "temporary" shacks within the red line of the planned main road. Individual temporary facilities that are really needed for construction should be strictly examined and approved in accordance with relevant regulations, and removed immediately after the project is completed under the supervision of the examination and approval authority. Other roads are also controlled in accordance with the above provisions. Four, the provisions approved by the Beijing Municipal People's government, from the date of promulgation. Since the date of implementation, any violation of these provisions in the red line of the main road planning and the isolation belt on both sides of the main road will be treated as illegal occupation and illegal construction.

The district and county people's governments may, in accordance with the spirit of these Provisions, formulate necessary supplementary provisions to prevent the blind occupation of houses near towns.
