Who is responsible for the cancellation of the flight due to the weather?

Legal analysis: 1. If the departure of the flight at the departure point is delayed or cancelled due to the carrier's own reasons, such as maintenance and flight deployment, the carrier is responsible for providing accommodation services to passengers. 2. If the departure of the flight at the place of departure is delayed or cancelled due to reasons other than the carrier, such as weather conditions, accidents, air traffic control, security check, etc. The carrier has the responsibility to help the passengers arrange accommodation at their own expense. 3. If the domestic flight is delayed or cancelled at the stopover, the carrier needs to provide accommodation services for the stopover passengers for whatever reason. 4. If there are alternate flights in China, the carrier needs to provide accommodation services for alternate passengers for whatever reason.

Legal basis: Article 29 of the Regulations on Normal Flight Management stipulates that after the flight departure is delayed or cancelled, the carrier or ground service agent shall provide accommodation services for passengers according to the following circumstances:

(1) If the departure of the flight is delayed or cancelled due to maintenance, flight deployment, crew and other reasons of the carrier, the carrier shall provide passengers with services such as meals or accommodation.

(2) If the departure of the flight at the place of origin is delayed or cancelled due to weather, emergencies, air traffic control, safety inspection and other non-carrier reasons, the carrier shall assist the passengers in arranging meals and accommodation at their own expense.

(3) If the domestic flight is delayed or cancelled at the stopover, the carrier shall provide the stopover passengers with meals or accommodation services for whatever reason.

(4) When domestic flights alternate, the carrier shall provide meals or accommodation services to alternate passengers for whatever reason.
