Provisions of Anshan Municipal People's Government on Strengthening Fire Safety Work

Article 1 In order to further strengthen fire safety work, protect public property and personal safety of citizens, and ensure the smooth progress of economic construction, these Provisions are formulated in accordance with the Regulations of People's Republic of China (PRC) Municipality on Fire Protection, the Regulations of Anshan Municipality on Fire Protection and relevant laws and regulations. Article 2 Adhere to the principle of "whoever is in charge is responsible". The administrative heads of governments at all levels and departments and the legal representatives of enterprises and institutions are the first responsible persons for fire safety, who are fully responsible for fire safety work, and a deputy is determined to be specifically responsible for the organization, supervision and coordination of fire safety work. Leaders in charge of other work should be responsible for the fire safety work within the scope of their duties, so that the fire safety work can be truly incorporated into government work and enterprise production and operation management. The Municipal Fire Prevention Committee and its office (located in the fire brigade) shall, under the leadership of the municipal government, implement fire supervision according to law. Article 3 The responsibility system for fire control safety work shall be strictly implemented, with management at different levels and responsibility at different levels. All departments of the municipal government should play the role of organization, coordination and guidance in the fire safety work of this system, and be responsible to the municipal government. Each department should sign a letter of responsibility for fire prevention from top to bottom every year, and take fire safety as one of the main indicators to assess leaders at all levels, so as to implement the fire prevention work. Article 4 Strictly implement the fire safety inspection system and make unremitting efforts. The main leaders of all departments and units should regularly organize the fire safety inspection of their own departments and industries, keep records of the inspection, and timely rectify the fire hazards. The municipal supervision fire department shall conduct regular spot checks, give a yellow card warning and punishment to units with major fire hazards, and order them to formulate feasible rectification plans and make rectification within a time limit. If it fails to change within the time limit, it will stop after being recognized by the Municipal Fire Prevention Committee, and a letter will be sent. For those who really need a lot of rectification funds, but it is difficult to raise them in the short term, plans should be made and implemented step by step. If there are orders that can't be done, prohibitions, and measures that are not in place, the main leaders should be held accountable. Article 5 13 of the first month of each quarter is the city's safety and fire prevention inspection day. At that time, all units should conduct safety and fire prevention self-inspection, and the city and all competent departments should conduct spot checks or comprehensive inspections. Sixth units must have leaders on duty at night or holidays, and the personnel on duty are not allowed to sleep at night. Seventh hotels, hospitals, dormitories, large shopping malls, floors must have more personnel on duty. The watchman must be a strong person with good health and strong sense of responsibility. Bed is not allowed in the room, and the bellboy is not allowed to drink and sleep. It is necessary to set up posts and patrol at fixed points. Article 8 The fire supervision department shall regularly organize the legal representatives of enterprises and institutions, fire-fighting cadres, employees in key positions and watchman to carry out training, and the watchman shall implement a system of holding certificates to enable him to master the necessary fire safety knowledge, give an alarm and use fire-fighting facilities. Ninth units must establish and improve the fire prevention system and safe operation procedures, equipped with fire control facilities in accordance with the provisions, and designated personnel to manage. Tenth the city's high-rise buildings, underground places, inflammable and explosive goods storage units must have self-prevention and self-help measures and fire plans. Once an accident happens, in addition to timely alarm, it must also have the ability to guide customers, evacuate materials and put out the initial fire. Eleventh public places of entertainment must be examined and approved by the fire safety department before opening.

Those who start business without approval shall be ordered to suspend business for rectification or be sealed up as appropriate. Twelfth existing public buildings and facilities are not allowed to be demolished, built or modified, nor are they allowed to be contracted out at will.

If it is necessary to change the use of the original building, especially the high-rise building, it must be approved by the building and fire safety management department before implementation. Thirteenth municipal supervision, public security, fire control and other departments must strengthen law enforcement, follow the principle of strict supervision, strict prevention and serious law enforcement, speed up the rectification of fire hazards, take resolute measures according to law, never relax, never relax, never change, and minimize all kinds of fire hazards. Fourteenth whoever violates these provisions shall be investigated for administrative responsibility of the main leaders at all levels and relevant personnel according to law, until legal responsibility is investigated. Fifteenth specific issues in the implementation of these Provisions shall be interpreted by the office of the Municipal Fire Prevention Committee. Article 16 These Provisions shall come into force as of the date of promulgation.
