Article 1 These Detailed Rules are formulated in accordance with the provisions of the Measures for the Administration of Public Security in Hotel Industry approved by the State Council and combined with the actual situation of this province.

Article 2 All hotels, restaurants, guest houses, guest houses (including guest houses run by government agencies, organizations, military units, schools, enterprises and institutions), hotels, guest houses, bathrooms and resorts. (hereinafter referred to as hotels) operating in our province shall be managed in accordance with the Measures for the Administration of Public Security in the Hotel Industry and these Detailed Rules.

Article 3 To operate a hotel, the following safety conditions must be met:

(a) housing construction, fire fighting equipment, access, entrances and exits and sanitary conditions must comply with the relevant provisions; The use of civil air defense projects to run hotels must have good ventilation and lighting equipment and more than two entrances and exits.

(2) Having necessary anti-theft safety facilities.

(3) Having an independent cabin.

(four) in line with the requirements of the hotel security management information system.

Article 4 To start a hotel, one should apply to the public security department of the local city or county (city, district) for a special trade license, and then apply to the administrative department for industry and commerce for registration and obtain a business license before starting business. Where laws and regulations provide otherwise, such provisions shall prevail.

Fifth hotels should establish public security organizations or be equipped with full-time or part-time public security personnel. Public security organizations and personnel shall regularly carry out safety education and legal education for their employees, check the implementation of various public security management systems, and assist public security departments in investigating public security and criminal cases.

Article 6 Hotels must establish the following safety management systems:

(1) Accommodation registration system. Passengers must check in. The hotel should designate a special person to be responsible for registration. At the time of registration, the passenger's identity documents shall be checked, and the passenger shall fill in the accommodation registration form according to the prescribed items.

Foreigners, overseas Chinese and compatriots from Hong Kong, Macao and Taiwan shall examine their passports or relevant certificates and fill in the registration form for temporary accommodation of overseas personnel. If you don't have a valid certificate or visa, you must report it to the public security department or relevant departments in time.

Passenger accommodation registration forms shall be bound into volumes on a daily and monthly basis for future reference. The hotel shall record the registration information of the staying passengers into the hotel industry public security management information system in real time.

(two) the implementation of the 24-hour duty system. The doorman on duty in the hotel should know the situation of the people entering and leaving, and if necessary, he can ask the visitors to show their identity documents or ask the names and room numbers of the interviewees. Other hotel personnel on duty shall perform inspection duties in accordance with the provisions of the duty system, and safeguard the legitimate rights and interests of the accommodation personnel and the normal order of the hotel. If the room key is managed by the room attendant, you should use the check number of the accommodation certificate to open the door.

(3) Property custody system. The hotel shall set up a luggage storage room for passengers, designate a person to be responsible for the storage, implement the system of property storage registration, handover and collection, and pay attention to the inquiry and discovery of suspicious and dangerous goods. Cash should be kept separately in the safe.

(4) Reporting system. If criminal suspects, suspicious persons, prohibited items and criminal and public security cases are found, they shall immediately report to the local public security department and take measures to protect the scene. No concealment, failure to report or connivance, concealment or cover-up.

Article 7 Accommodation passengers must abide by the following provisions:

(a) abide by the rules and regulations of the hotel, obey the management of the hotel staff, and take good care of the hotel property.

(2) Firearms and ammunition carried by soldiers, people's police, full-time guards and escorts must be kept by the military department or public security department where the hotel is located according to regulations.

(3) It is forbidden to bring inflammable, explosive, toxic, corrosive and radioactive dangerous goods and controlled knives such as daggers, triangular scrapers and spring jump knives into the hotel.

(four) it is forbidden to engage in prostitution, whoring, drug abuse, gambling, spreading obscene articles, fighting and other illegal and criminal activities in hotels.

(five) consciously assist the people's police to perform official duties according to law and truthfully report the situation.

Article 8 The public security department shall perform the following duties in the public security management of the hotel industry:

(a) to review the safety conditions for opening hotels, issue a "special trade license" and establish a public security management file for the hotel industry.

(two) to guide and supervise the establishment and implementation of various public security management systems and safety precautions in hotels.

(three) to assist the hotel to train employees in safety business knowledge.

(four) summarize and promote the experience of public security work in the hotel industry and commend the advanced figures in public security work.

(five) to investigate and deal with public security and criminal cases.

Article 9 When performing official duties, the people's police shall show their valid law enforcement certificates, act in strict accordance with the law, and safeguard the normal business order of hotels and the legitimate rights and interests of accommodation personnel. When checking the rooms where passengers stay, they shall show the inspection certificate issued by the public security department of the people's government at or above the county level.

When the public security department summons and arrests a criminal suspect hiding in a hotel according to law, it shall notify the person in charge of the hotel or the hotel security personnel except in special circumstances; The person in charge of the hotel or the hotel security personnel shall cooperate.

Article 10 The following units or individuals shall be commended and rewarded:

(1) Those who play an active role in implementing the Measures for the Administration of Public Security in Hotel Industry and the detailed rules for its implementation, implementing various public security measures, maintaining public order in hotels, and ensuring the safety of hotels and passengers shall be commended and rewarded by the competent department at a higher level or the unit to which they belong.

(two) to provide clues to the public security department, assist the public security department to investigate and deal with cases, arrest criminal suspects or maintain hotel security, and make remarkable achievements, which shall be commended and rewarded by the public security department.

Eleventh acts in violation of these rules shall be punished by the public security department in accordance with the following provisions:

(a) in violation of the provisions of Article 4 of these rules, without obtaining the "special trade license" to open a hotel, be fined, detained, ordered to go through the formalities or be banned.

(two) in violation of the provisions of Article 6 (1) and (4) and Article 7 (3) and (4) of these Rules, they shall be fined and detained according to law. Among them, if the hotel fails to enter the registration information of accommodation passengers into the hotel industry public security management information system according to the regulations, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 200 yuan 1000 yuan may be imposed.

(three) in violation of the provisions of Article 5, Article 6 (2), (3) and Article 7 (1), (2) and (5) of these rules, it shall be ordered to make corrections and be punished in accordance with the laws and regulations on public security management.

(4) If the person in charge of the hotel participates in illegal and criminal activities and other reasons, resulting in the hotel becoming a place for illegal and criminal activities, the hotel special trade license may be revoked, and it is suggested that the administrative department for industry and commerce revoke its business license according to law.

Twelfth cases of theft reported by passengers shall be handled by the public security department. If the hotel safety measures are not implemented, the hotel shall compensate the economic losses; Passengers do not abide by the hotel's public security management system, and the hotel is not responsible.

Article 13 These Rules shall come into force as of February 6, 2006. 1988 On August 30th, with the approval of the people's government of Zhejiang Province, the Detailed Rules for the Implementation of the Measures for the Administration of Public Security in Hotel Industry in Zhejiang Province promulgated by the Zhejiang Provincial Public Security Department was abolished at the same time.
