1. Recognize the situation clearly, identify deficiencies, and enhance the sense of mission and responsibility for the safety supervision of hazardous chemicals.
Last year, the city’s safety supervision departments at all levels focused on key points, concentrated their efforts, and vigorously carried out the administrative licensing work for hazardous chemicals. Corrections and reforms eliminated a large number of accident hazards. The city’s hazardous chemicals safety situation was stable, and no major accidents occurred. accident. Enterprises that should obtain certificates have obtained certificates, and those that should be closed have been almost closed. However, at present, there are still some common problems in hazardous chemicals enterprises in our city as follows, which need to be paid great attention to:
First, some enterprises are careless in thinking, thinking that everything will be fine after getting the certificate and relax. Safety production management has brought many problems. For example, during our inspection, we found that some licensed hazardous chemicals companies could not even find the safety evaluation reports when they applied for licenses. This shows how chaotic the safety management situation is.
Second, some enterprise leaders lack safety awareness and have weak legal concepts, and arbitrarily lower the safety production conditions during approval, resulting in many new accident risks. For example, some companies illegally store solid nitrocellulose and produce unapproved nitrocellulose paint; some companies' safety facilities (such as foam fire extinguishers, flammable gas alarms, etc.) are not regularly maintained and cannot function effectively; some companies' registered safety officers Without people on duty, the safety production of enterprises is in a vacuum with no one to manage and no one to take responsibility for, etc.
Third, when some hazardous chemical companies focus on safe production, they focus on equipment configuration and paper-based systems, and ignore dynamic safety inspections and human management. The company's safety management system is in name only and cannot be implemented in practice. The company's safety management level cannot rise to a higher level and always stays at a lower level. It has not truly established a safety production management mechanism that is self-restraining, self-motivating, and continuously improving. The usual safety production work basically depends on luck.
On the other hand, from the perspective of supervision, the following situation has emerged:
First, the idea of ??"strict control and strict control" has been relaxed. In the past, safety supervision departments at all levels attached great importance to administrative licensing, and the "safety of hazardous chemicals" was very tight in their minds. Now that the licensing work has come to an end, some safety supervision departments feel relieved and believe that they no longer need to be as strict as before, resulting in untrue supervision measures, poor work details, and insufficient requirements for hazardous chemical companies in their jurisdiction. Strict and did not continue to maintain a high-pressure posture of "strict control" on hazardous chemical companies.
Second, the fear of getting lucky has increased. Some comrades in the safety supervision department believe that it is very difficult to supervise hazardous chemicals because of the wide range of hazardous chemicals. The safety supervision team is also short of manpower and cannot supervise them, which breeds a sense of luck. These comrades believe that for hazardous chemicals enterprises, one less inspection will be a lot, and one more inspection will not be enough. How to strengthen supervision under the existing conditions? Expand existing resources, exert work enthusiasm, and increase supervision. If this continues, supervision will not be in place and supervision will continue to weaken.
Third, with the transformation of the government management system, grassroots supervision of hazardous chemicals has been relatively weakened. Before the implementation of comprehensive street law enforcement in the city, safety supervision departments at all levels tightened the enforcement and punishment of illegal activities by hazardous chemical companies, and their work was also in place. However, starting from March 1 this year, the city has fully implemented comprehensive street law enforcement, and the law enforcement function on illegal production, storage, and operation of hazardous chemicals has become a small part of the 21 functions of comprehensive street law enforcement under urban management.
On the surface, it seems that grassroots hazardous chemicals law enforcement has been strengthened. What is the actual situation? Among the 21 functions of comprehensive street law enforcement, although unlicensed and unlicensed hazardous chemical companies are not responsible for the supervision of companies that have obtained licenses. Under such circumstances, some streets have transferred the original safety supervision office to the comprehensive law enforcement team, which has resulted in a lack of supervision of existing hazardous chemicals. The supervision of hazardous chemicals is at the grassroots level and at the street level. "Legless" has resulted in an inevitable weakening trend in the number of hazardous chemical inspections at the grassroots level, the breadth of law enforcement, and the intensity of penalties. If this situation does not change, big problems will inevitably occur, which is very dangerous.
Everything will be successful if it is prepared in advance, and it will be ruined if it is not prepared in advance. Failure to see the seriousness of this problem will cost us even more. Instead of regretting it one day in the future and complaining about this and that, it is better to face it now and actively find ways to face it and solve this problem. This is the attitude that we Communists should have. The safety supervision bureaus of each district must carefully check and check after returning home. Any problems that exist must be paid great attention to, actively studied, and special reports must be made to the district government as soon as possible to correct them as soon as possible. In short, no matter how the system changes and no matter what methods are adopted, the grassroots supervision of hazardous chemicals can only be strengthened, not weakened. This is by no means alarmist.
2. Several tasks that must be focused on strengthening the supervision of hazardous chemicals
The "2.11" accident that occurred in Longgang Pingdi is a profound lesson. The investigation and handling of this accident have not yet been completed. The provincial investigation team just arrived in Shenzhen yesterday. Imagine if this accident happened in a hazardous chemicals production and operation enterprise and 10 people died, what would it be like? Do we still have a chance to sit here and discuss research? This is a very real problem. Therefore, we must truly learn lessons from specific accidents and take warnings. We can't feel that this accident has nothing to do with us and we are just watching from the sidelines again. Hazardous chemical companies are much more dangerous and serious than the company where this accident occurred. If we do not pay close attention to our work and only focus on making arrangements at meetings, speaking verbally, and issuing documents without touching the enterprise or hidden dangers, we will not be able to have accidents all year round, especially major accidents. Impossible.
A large number of facts at home and abroad show that no matter what type of enterprise, such as machinery, electronics, hazardous chemicals or nuclear power plants, they can ensure safe operation and suppress the occurrence of accidents through scientific management. As managers, we must understand such basic principles and learn more about such basic knowledge. In this way, you will have confidence and motivation when working. Some comrades, as managers of hazardous chemicals, do not study or do research, and "let it become clear rather than dim". They have no confidence in the management of hazardous chemical enterprises, are seriously pessimistic, and are full of complaints and complaints. This situation is very inconsistent with the responsibilities and tasks we bear and the requirements of the current situation and development. At present, we have only "one road in Huashan", which requires us to cheer up, use our brains, take practical measures, and do practical things; it requires us to take one step at a time, eliminate hidden dangers of accidents in a down-to-earth manner, and achieve "10,000-yuan road". "Work hard to prevent eventualities"; it requires us to face reality and do a good job under the conditions of hard constraints of responsibility. If we have few manpower, we must ask for strength from the masses. The Municipal Bureau recently introduced a hidden reward reporting system, and everyone must make good use of it. If means are insufficient, we must turn to technology for strength. If resources are insufficient, we must rely closely on governments at all levels and strive for government support. There is only one goal and only one way out, which is to "control and manage" hazardous chemical enterprises, which is to curb the occurrence of hazardous chemical accidents, especially to curb the occurrence of major accidents. Judging from the actual situation of our city, we must focus on the following tasks this year:
First, we must establish and improve inspection files for hazardous chemical companies in the jurisdiction. Establishing inspection files for hazardous chemical enterprises is to clearly understand the status of hazardous chemical enterprises within the jurisdiction; to solve the problems discovered one by one and eliminate hidden dangers one by one; to pass major inspections and special rectification work The establishment of archives gradually became institutionalized.
During the inspection and rectification process, a safety inspection file system must be strictly established and implemented. Hazardous chemical companies in the jurisdiction must be filed one by one, recording in detail the inspection department, inspection time, inspector, name, address, contact person, and hidden danger location of the company being inspected. and location, nature of hidden dangers, time limit for ordered rectification, review time, review conclusion, etc., and shall be signed and confirmed by the person in charge of the enterprise, so that they are documented and can be checked, and the inspection is well-founded. Second, efforts should be made to strengthen safety inspections and special rectification of hazardous chemicals. Carrying out major inspections and special rectifications on production safety is to concentrate efforts to solve some serious problems existing in hazardous chemical companies, and encourage hazardous chemical companies to strengthen their understanding, pay attention to safety, eliminate hidden dangers, and improve safety management levels. The means of major inspections and special rectifications must be used well and fully. This year, our safety supervision departments at all levels should further strengthen the supervision, inspection and special rectification of hazardous chemical companies in their jurisdictions, and carry out in-depth safety production inspections and special rectification activities. Inspection and rectification work must be passed by each enterprise and implemented one by one.
This year’s major inspections will be carried out once in the first half of the year and once in the second half of the year. All districts must complete the major inspections in the first half of the year before the end of April, and the city will organize random inspections in May. For problems and hidden dangers found in enterprises during inspections, the safety supervision department in the jurisdiction must quickly issue rectification instructions, urge enterprises to make rectifications within a time limit, and follow up on their implementation; those who refuse to make rectifications or fail to make changes after the deadline must be dealt with resolutely and seriously. The key targets of major inspections and special rectifications are those hazardous chemical production and operating enterprises that have obtained licenses. The key content of major inspections and special rectifications is to focus on checking whether the company has lowered the safety production conditions during approval without authorization, whether the fire and explosion protection conditions of the company's hazardous chemical production and storage sites meet safety requirements, etc.
Third, we must increase public participation and strive to improve the hidden danger reporting system. At present, the city's manpower for hazardous chemical safety supervision is relatively insufficient. After all, our supervision resources are limited, but the power of the masses is infinite. By increasing public participation, problems in enterprises can be discovered through multiple channels and angles, and hidden dangers can be nipped in the bud. At the same time, the power of the public can be used to deter enterprises that violate laws and regulations. This year, safety supervision departments at all levels should actively implement and continue to improve the hidden danger reporting system, publish the hidden danger reporting hotline, and use a variety of publicity methods to fully mobilize the general public to actively participate in the city's investigation and rectification of hazardous chemical safety hazards, and create A mass war leaves security risks with nowhere to hide and cannot grow. At the same time, it is necessary to give full play to the supervisory role of the news media. For units that have major safety hazards and refuse to rectify or do not make rectifications in place, while strengthening law enforcement and penalties, they must be severely exposed in major news media to urge enterprises to make rectifications.
Fourth, comprehensively promote the safety standardization construction of hazardous chemical enterprises. Safety standardization is a basic measure to fundamentally improve the level of enterprise safety management. The implementation of safety standardized management will significantly strengthen the safety production foundation of hazardous chemical companies, gradually establish a long-term safety management mechanism of self-restraint, self-improvement, and continuous improvement, and effectively solve the problem of "no one cares about safety, no one can care about safety". "question. Regarding the safety standardization construction of hazardous chemical industry units, the State Administration of Work Safety deployed this work in 2005. The Provincial Bureau of Work Safety issued a work plan in November 2006, and the Municipal Bureau also promptly forwarded the documents from the provincial bureau. Its work goals are: to complete the safety standardization work of hazardous chemical production units in 2007, and to complete the safety standardization work of hazardous chemical operation and storage units in 2008.
The objects for implementing hazardous chemical safety standardization include three aspects: first, hazardous chemical production units established in accordance with the law and obtained licenses; second, hazardous chemical production units established in accordance with the law, obtained licenses, have their own warehouses and constitute major Business units with hazardous sources; third, units that are established in accordance with the law, have their own warehousing and constitute major hazard sources, and are engaged in the pure storage business of hazardous chemicals. To implement safety standardization of hazardous chemical units, we will focus on strengthening the following eight aspects of the construction of hazardous chemical units:

2. Set up safety management agencies and equip safety management personnel in accordance with the law;
3. Train various practitioners in accordance with the law;
4. Strictly construct and manage safety facilities and equipment;
5. Strictly manage the work site;
6. Timely investigate and manage major accident hazards;
7. Monitor and manage major hazard sources and establish a safety monitoring and control system;
8. Improve accident emergency rescue plans and organize regular drills.
In accordance with the unified deployment of the province, the safety supervision departments at all levels in our city must go all out to do the following tasks:

Fifth, further strengthen the supervision and management of major hazard sources. In recent years, the city's safety supervision departments at all levels have done a lot of work and achieved some results in safety training, registration and filing, data supplementation and information system construction for major hazard sources. This year, we will also focus on two things: First, promote the safety assessment and classification of major hazard sources. For this work, the State Administration’s evaluation standards have not yet been released, and the province has not yet made specific arrangements. We in Shenzhen are the first to try it out. The Municipal Bureau attaches great importance to this and has allocated a special fund of 1.5 million yuan to support this work. The current task is to formulate trial standards for major hazard source assessment and carry out pilot projects for enterprise major hazard source assessment and classification. The second is to select a number of companies that are relatively good at safety management of major hazard sources to carry out pilot projects for remote monitoring of major hazard sources. Regarding the remote monitoring technology for production safety, the Municipal Safety Committee Office has just issued a document requiring the city to promote its application. The Municipal Safety Science Association will work with monitoring technology research and development units to establish a safe production monitoring information service platform in our city to provide real-time services for government safety supervision and enterprise safety management. All districts are requested to attach great importance to it, cooperate closely, and jointly carry out the above two innovative tasks.
