Article 3 The following conditions must be met to open a hotel:
(1) Meet social needs and urban planning;
(2) The hotel building meets safety requirements, and the guest room doors and windows have necessary Anti-theft safety facilities;
(3) The hotel's building construction, fire-fighting equipment, entrances, exits, passages, etc. must comply with the "Fire Protection Regulations of the People's Republic of China" and its implementation rules and other relevant regulations. If underground civil defense fortifications are used to open a hotel with facilities, the electrical appliances, fire protection, communications, ventilation equipment, entrance and exit passages, etc. inside must meet the safety requirements. Article 4 Applications for opening a hotel shall be made in accordance with the following procedures and requirements:
(1) Units or individuals applying to open a hotel shall hold certification documents from the competent department or city street office or village office (office) , declare to the local police station, apply for the "Hotel Industry Safety Facility Appraisal Form" signed by the relevant departments, submit the safety appraisal notice of the building to the city and county housing safety appraisal department, and provide the hotel location and guest rooms.
