How to stipulate the crime of negligent death?

Legal analysis: it is a crime of negligence to foresee the possible consequences of one's actions that endanger society, but not because of negligence, or to think that such consequences can be avoided because of foresight. Negligent crime, only those who are prescribed by law bear criminal responsibility.

Whoever negligently causes death shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years; If the circumstances are relatively minor, they shall be sentenced to fixed-term imprisonment of not more than three years. Where there are other provisions in this Law, such provisions shall prevail.
