In the early 1950s, the Kuomintang regime in Taiwan Province Province faced the social reality of economic difficulties and unstable people's hearts. This delaying tactic delayed the National Assembly from exercising its two powers of initiative and referendum for six years, and it was not until the opening of the Fourth National Congress that an interim meeting was held.
At the beginning of 1966, the "National Congress" held once every six years is approaching again. With regard to the exercise of the long-debated rights of initiative and referendum, although this article stipulates that the National Assembly "may formulate measures", it adds that "the President may convene an interim meeting of the National Assembly to discuss initiatives or referendum when he deems it necessary". In other words, if the "President" thinks that it is "unnecessary", the relevant proposals of the "Congress" will not be discussed.
According to the usual practice, the fourth session of the first National Congress will elect the President and the Vice President. The candidates put forward by the Kuomintang were Chiang Kai-shek and Yan Jiagan, but none of the other parties mentioned them. Wang is, of course, the key target of the Kuomintang's efforts to create an election atmosphere and encourage people from all walks of life to express their opinions. Wang used the propaganda scheduled by the Kuomintang to exaggerate the "wise men" of Jiang and Yan, saying that he had no intention of participating in this "automatic election." As expected, Chiang Kai-shek and Yan Jiagan were "elected" as "President" and "Vice President" respectively.
From the Eighth National Congress of the Kuomintang in 1957 to the Tenth National Congress of the Kuomintang in 1969, it was a period when the Taiwan Province provincial authorities strengthened the one-party dictatorship by advocating "counter-offensive revival". Wang himself has the experience of being the vice president of Taiwan Province Examinations Institute and the president of the Executive Yuan, and his public remarks have obvious political inclination. His original limited democratic consciousness is often subject to the official will, or to the will of the Kuomintang, which is rarely reflected.
1972 and 1978, the fifth and sixth sessions of the first national congress were held in Taiwan Province province.
