Notice of the Shanghai Municipal People's Government on Strengthening Safety Management of Accommodation Places

1. The accommodation places referred to in this notice include:

(1) Hotels, inns, guest houses, apartment hotels, World Expo contracted apartments, and bathhouses that provide accommodation services, etc. Sex accommodation places (hereinafter collectively referred to as hotel accommodation service places);

(2) "Expo Renjia" and other family accommodation places that provide accommodation services in accordance with the relevant regulations and standards of this city (hereinafter collectively referred to as family accommodation service places). 2. Hotel accommodation service venues shall implement a real-name registration system for employees. Home accommodation service venues should cooperate with the public security organs when collecting identity information of employees.

The accommodation venue shall register the valid identity document information of passengers. Passengers who do not carry a valid identity document should go to the public security police station where the accommodation is located to issue relevant certificates.

Hotel accommodation service venues should register the visitor’s valid ID information and obtain the traveler’s consent for visitors who need to enter the guest room. 3. Hotel accommodation service venues shall promptly submit the registration information of employees, passengers, and visitors to the local police station.

If a broadband network has been installed, the registration information of passengers and visitors should be uploaded to the hotel industry public security management information system within 2 hours after receiving passengers and visitors. 4. Hotel accommodation service venues with more than 15 guest rooms, more than 50 beds, or a usable area of ??more than 500 square meters must install video surveillance systems, emergency alarm devices and other safety technology prevention facilities that comply with relevant national and municipal standards. 5. Hotel accommodation service venues should establish an internal safety precaution system and strengthen inspections of key locations such as power distribution rooms, elevator rooms, drinking water tanks, ventilation air ducts, and emergency evacuation passages. 6. Hotel accommodation service places shall, in accordance with the relevant regulations of the public security organs, set up safety inspection equipment and be equipped with safety inspection personnel to conduct safety inspections of people, items, and vehicles entering the premises. For items that need to be deposited, the depositor can be asked to open the package (box) for inspection.

Those who refuse to accept security inspection or package (box) inspection shall be prevented from entering or storing items at the hotel accommodation service venue. 7. Staff members of accommodation establishments shall report to the public security organs immediately if they find the following persons or items in the establishment: (1) Criminal suspects or persons wanted by the public security organs;

< p>(2) Firearms, ammunition, controlled equipment, drugs, illegal promotional materials and other prohibited items;

(3) Explosive, poisonous, radioactive, corrosive and other dangerous items;

(4) Other suspicious persons and items. 8. For violations of the provisions of this notice, if laws, regulations, and rules have provisions for handling them, they shall be dealt with in accordance with relevant provisions; if laws, regulations, and rules do not provide for them, penalties shall be imposed by the public security organs:

(1) Anyone who fails to register the information of employees, passengers, and visitors or submit the information of employees, passengers, and visitors to the public security organs in accordance with regulations will be ordered to make corrections, and may be given a warning or a fine of not less than 1,000 yuan but not more than 10,000 yuan; if there are repeated incidents after being punished, In the above circumstances, a fine of not less than 10,000 yuan but not more than 30,000 yuan will be imposed.

(2) Anyone who fails to conduct safety inspections or report suspicious persons or items in accordance with regulations shall be ordered to make corrections and may be fined not less than 1,000 yuan but not more than 10,000 yuan. The principal person in charge of the unit and the directly responsible personnel may be fined A fine of not less than 200 yuan but not more than 500 yuan will be imposed. 9. This notice shall be effective from April 15, 2010 to November 15, 2010.
