How to understand adhering to collective leadership and opposing individual arbitrariness

Collective leadership is one of the highest principles of the party's leadership. Party committees at all levels, from the central level to the grassroots level, should follow this principle and implement the system of combining collective leadership with individual division of responsibilities. All major events involving the party's line, principles and policies, the deployment of major tasks, the important appointment, removal and handling of cadres, important issues related to the interests of the masses, and issues that should be decided collectively by the party Committee as stipulated by the leading organs at higher levels should be submitted to the party Committee, the Standing Committee, the Secretariat and the party group for collective discussion and decision according to the situation, and individuals should not act arbitrarily.

Under any circumstances, it is not allowed to replace the leadership of the Party Committee and its Standing Committee with other organizational forms. The institutions established by the Party Committee to study and deal with any subject must work under the leadership of the Party Committee, and can never replace the Party Committee, let alone be above it.

In party committees, the principle that the minority is subordinate to the majority should be strictly observed in deciding issues. The secretary and members are not subordinate, and the secretary is an equal member of the Party committee. The secretary or the first secretary should be good at concentrating everyone's opinions and not be allowed to engage in "centralized" and paternalistic style.

Leading members should support each other, understand each other and be good at cooperation. Everyone should consciously safeguard the prestige of the leading collective of the Party committee. When carrying out criticism and self-criticism, we should not only adhere to principles, but also be kind to others.

When discussing major issues, the Party Committee should let everyone speak freely and express their opinions. If there are differences in the discussion, we should seriously consider the opinions of a few people, but we can't discuss the decision, which will delay the work.

Adhering to collective leadership does not mean reducing or denying the role of individuals. Collective leadership must be combined with individual division of responsibilities. It is necessary to clearly define the specific responsibilities of each leading member, so that everyone is responsible for everything. Don't take all the details to the party Committee for discussion.

In the division of responsibilities, the secretary or the first secretary bears the main responsibility for organizing party Committee activities and handling daily work. We can't use collective leadership as an excuse to reduce or obliterate the important role of the party secretary or the first secretary.

We should correctly understand and handle the relationship among leaders, political parties, classes and the masses in accordance with Marxist principles. Propaganda of leaders should be practical and realistic, and unprincipled praise is prohibited. It is forbidden to praise proletarian leaders with flattering words of the exploiting classes, distort history and fabricate facts to publicize the achievements of leaders. Birthdays, gifts and correspondence to leaders are prohibited. There should be no memorial hall for the living, let alone for the dead leaders. It is forbidden to use the names of party leaders as street names, place names, enterprise names and school names. In addition to activities, leaders are prohibited from organizing welcome, posting slogans, beating gongs and drums and holding banquets when going out.
