industrial hemp processing includes mosaic processing, hemp stalk processing and hemp seed processing. The mosaic processing of industrial hemp shall be licensed according to law.

Folk-custom cultivation for personal use is only applicable to the industrial cannabis cultivation produced and used by farmers in ethnic minority areas or remote mountainous areas. ? Fifth public security organs at or above the county level shall be responsible for the approval, issuance, supervision and management of industrial cannabis planting licenses and industrial cannabis processing licenses. ? Article 6 To apply for an industrial hemp planting license to engage in scientific research and cultivation, the following conditions shall be met:

(a) scientific research and planting project; ?

(2) There are more than 3 professional and technical personnel engaged in scientific research and planting; ?

(3) Having testing equipment and testing personnel for tetrahydrocannabinol;

(4) Having safe storage facilities for industrial hemp seeds; ?

(5) There are management systems such as detection, storage and ledger. ? Article 7 whoever applies for an industrial hemp planting license to engage in scientific research and planting shall submit the following materials to the provincial public security organ:

(1) an application form for an industrial hemp planting license; ?

(2) the approval document of scientific research and planting project issued by the competent department of the project or the higher authorities; ?

(3) business license or unit registration certificate;

(4) qualification certificates of professional technicians and testers for scientific research and planting; ?

(5) List and photos of testing equipment and storage facilities; ?

(6) texts of management systems such as detection, storage and accounting. Article 8 To apply for an industrial hemp planting license to engage in diversified cultivation, the following conditions shall be met:

(1) There are legally registered industrial hemp breeding varieties;

(2) having a registered capital or start-up capital of not less than 1 million yuan; ?

(3) There are more than 3 professional technicians engaged in breeding and planting; ?

(4) Having testing equipment and testing personnel for tetrahydrocannabinol;

(5) Having safe storage facilities for industrial hemp seeds; ?

(6) There are no non-industrial cannabis plants within 3 kilometers around the planting site; ?

(7) There are management systems such as detection, storage and ledger. ? Article 9 Anyone who applies for an industrial hemp planting license to engage in diversified cultivation shall submit the following materials to the provincial public security organ:

(1) An application form for an industrial hemp planting license;

(2) Registration certificate of industrial hemp variety right;

(3) business license or unit registration certificate;

(4) qualification certificates of professional and technical personnel and testing personnel for breeding and planting; ?

(5) List and photos of testing equipment and storage facilities; ?

(6) texts of management systems such as detection, storage and accounting. Article 1 Anyone who applies for an industrial hemp planting license to engage in the cultivation of industrial raw materials shall meet the following conditions:

(1) Industrial hemp seeds are provided by licensed breeding and planting units or individuals; ?

(2) The planting area is not less than 1 mu; ?

(3) The planting place is 1 km away from the tourist attractions and high-grade highways; ?

(4) There is a ledger management system. ? Article 11 Anyone who applies for an industrial hemp planting license to engage in the cultivation of industrial raw materials shall submit the following materials to the public security organ at the county level in the planting place:

(1) Application form for industrial cannabis cultivation license; ?

(2) business license or unit registration certificate; ?

(3) seed supply contracts signed with licensed seed breeding and planting units or individuals; ?

(4) agreement on planting land or land use certificate; ?

(5) annual planting plan of product type, output and sales;

(6) text of ledger management system. ? Article 12 To apply for an industrial hemp processing license to engage in industrial hemp mosaic processing, the following conditions shall be met:

(1) It has a registered capital of not less than 2 million yuan or belongs to a pharmaceutical, food and chemical research institution established by a public institution;

(2) having a plan for the source of raw materials, the use of raw materials, product types and product processing; ?

(3) having special testing equipment, storage and processing facilities and places; ?

(4) There are management systems such as detection, storage and ledger. ?
