Various topography. Bounded by the ancient Great Wall running east-west, the northern part belongs to the Inner Mongolia Plateau with lush forests and grass, and the southern part belongs to the hilly and ravine Loess Plateau. Mainly the Yuxi River system, there are more than 100 large and small rivers and 27 medium-sized or above reservoirs.

Good basic conditions. Yuyang District is the economic, political and cultural center of Yulin City. With Yulin City, a famous historical and cultural city, as the center, a road network, transmission network, communication network and radio and television network covering the entire district have been formed. Among them, there are air flights to and from Xi'an and Beijing, the Xibao Railway Artery with transit stations, and the Shaanxi-Mongolia, Yujing and other expressways that pass through the border.

Unique resource advantages. The coalfield is an important part of the Yushenheng Coalfield, one of the seven world-class coalfields. Rock salt is a rare extra-large fine mineral deposit at home and abroad. Natural gas is an important part of the Shaanxi-Gansu-Ningxia gas field. Petroleum, kaolin, peat, etc. also have considerable Quantities of scale. The scale of sheep breeding ranks among the top in Shaanxi Province. The breeding of pigs, chickens and cattle has also formed a certain climate. The province's animal husbandry base and facility sheep breeding demonstration counties have been built. The above-ground and underground cultural relics are scattered all over the place, and the prospects for tourism development are broad.

The rapidly rising economy of Yuyang. The GDP has increased at a rate of about 15% for several consecutive years, reaching 5.2 billion yuan in 2005. The fiscal revenue reached 410 million yuan. The per capita net income of farmers and the per capita disposable income of urban residents reached 2,380 yuan and 6,520 yuan respectively, which were higher than the national average. provincial average.

Economic Development

At the end of the "Tenth Five-Year Plan", the regional GDP reached 5.22 billion yuan, an increase of more than three times compared with the end of the "Ninth Five-Year Plan"; local fiscal revenue reached 170 million yuan, An increase of nearly three times; the per capita net income of farmers reached 2,380 yuan, an increase of 1,052 yuan from the end of the "Ninth Five-Year Plan", and the per capita disposable income of urban residents reached 6,520 yuan, an increase of 61.3 yuan from the end of the "Ninth Five-Year Plan". Various tasks have shown a good momentum of leapfrog development.

Agriculture has achieved "three transformations" in structural adjustment and farmers' income increase. First, it has realized the transformation from the traditional vicious cycle of more cultivation and poverty, and more pasture and more wasteland, to the direction of returning farmland to forest (grassland) and closing mountains for greening. The forest and grass coverage rate has reached more than 45%, and a tree, shrub and grass woven The beautiful mountains and rivers are beginning to appear. The second is to realize the shift from focusing on planting to giving equal emphasis to planting and breeding. The number of sheep raised has reached 1.54 million, the number of pigs and caged chickens has reached 800,000 and 1 million respectively; 102,000 apricots have been planted. The area of ??greenhouse vegetables has reached 3,000 acres, and the industrial pattern of "livestock in the north, fruits, vegetables in the city" in the region has been formed, in which the income from high-efficiency breeding accounts for more than 60% of the per capita net income of farmers. The third is to realize the shift from planting food crops mainly to planting food, feed, forage and cash crops. The ratio of grain, economic and forage planting has increased to 60:12:28, creating an opportunity for farmers to increase their income and rural prosperity. A good foundation is laid.

Industry has achieved "two major leaps" in building a new economic system. First, state-owned enterprises have achieved a leap forward in restructuring and property rights replacement under the market economy. Backbone enterprises such as Puhui Liquor Group Company, Pharmaceutical Factory, and People's Coal Mine have adopted the method of joining forces with the strong and attracting the best with the best, and carried out joint ventures and cooperation restructuring. They have shed their burdens, revitalized the mechanism, and given new vitality. Become a leading key enterprise. Second, the energy and chemical industry has achieved a leap from small-scale development to large-scale development and construction. The region's raw coal output increased from 780,000 tons in 2000 to 5.6 million tons in 2005, nearly tripling.

A number of industrial projects focusing on coal, electricity, and salt are emerging, and the "four major industrial bases" with the 210 National Highway as the "axis" and the old Yushen Road and Yubu Road as the "two wings" have been initially formed, namely The coal-fired energy-carrying industrial products and chemical industry bases are mainly located in Jinjitan and Niujialiang Town along the national highway; the rock salt development and chemical product transformation bases are mainly located in Yuhe, Zhenchuan and Shangyanwan; and Jiuyu Raw coal production bases are mainly located at Ehuangliang, Daheta and Niujialiang along Shenlu Road; forestry-paper integrated bases and agricultural and sideline products processing bases are mainly located at Balasu and Qinhe along Yubu Road. A large number of strong industrial projects with high economic benefits and great development potential have been introduced successively. Through the putting into operation of these projects, the economic construction of the region has been driven to a new level. The economic benefits of industry have increased year by year, the connection between production and sales has further improved, and non-state-owned industries have Business growth is strong.

The tertiary industry develops rapidly in a strong economy. The tertiary industry, mainly catering, commercial and residential, and finance, has strong development momentum. In 2005, it achieved an added value of 2.596 billion yuan, accounting for 49.7% of the regional GDP. One-quarter of local fiscal revenue comes from the service industry. The service industry has become an important part of regional economic development. The specialty snacks from Today's Chao, Galaxy, Tianyou, Sanchen, Jinlong, Sihai Hotels and individual operators complement each other, enhancing the taste of Yulin's food culture and highlighting its central position in the city's service industry.

Natural resources

Yuyang District is rich in resources and has five main resource advantages.

First, the land resources are vast. The total area is 7,053 square kilometers, including 1.4028 million acres of cultivated land, 4.9446 million acres of forest land, and 3.2818 million acres of pastureland. There are many usable land resources.

Second, water resources are relatively abundant. The multi-year average annual surface runoff within the territory is 454 million cubic meters, the groundwater regulation volume is 743 million cubic meters, and the region has 914 million cubic meters of water resources. It has 27 medium-sized or above reservoirs, with a total water storage capacity of 188.12 million cubic meters and an annual water transfer capacity of 45 million cubic meters.

Third, it is rich in mineral resources. Yuyang District is an important part of Yushen Coalfield and Yuheng Coalfield. The proven raw coal reserves are 30 billion tons, accounting for 82% of the estimated reserves, and it is high-quality and environmentally friendly coal. The western part of the district is an important part of the Shaanxi-Gansu-Ningxia gas field, the largest integrated natural gas field in mainland my country. It is one of the main origins of the West-East Gas Pipeline and has built the largest natural gas chemical plant in the country. In the southern part of the district, there are rare high-quality rock salt deposits at home and abroad, with a sodium chloride content of 95% and proven reserves of 1.3-1.8 trillion tons, accounting for 13-18% of the country's rock salt resources. The 100,000-acre almond base built in the southeastern mountainous area has begun to enter its fruiting period, and the annual almond output is expected to reach more than 100 tons. There are more than 60 kinds of herbaceous plants, more than 40 kinds of woody plants, and 79 kinds of cultivated crops in the whole area. It belongs to the shrub grassland vegetation area.

Fifth, it is endowed with unique tourism resources. Yuyang District has a history of more than 2,000 years since the Wei Dynasty established Shangjun. The Qin Great Wall runs diagonally across the district from northeast to southwest. The "South Tower, North Platform, and Sixth Floor Riding Street" within the territory show the unique historical features of the ancient city on the fortress. Zhenbeitai, known as "the first station on the Great Wall", and Hongshi Gorge, the largest treasure house of giant books in the country, are famous far and wide; Qingyun Temple, Black Dragon Pond, Ten Thousand Buddhas Cave, and Daixing Temple combine scenery, art, and religion. The ancient buildings are located close to the mountains and the scenery is pleasant. These cultural relics and historic sites with distinctive characteristics and rich connotations are intertwined with the yellow sand oases and sheep meadows, presenting a strange landscape like a desert border.

Farmland Water Conservancy

Yuyang District closely focuses on the three major goals of improving comprehensive agricultural production capacity, improving people's production and living conditions, and improving the ecological environment, and adheres to the principle of "models lead the way, demonstrations open the way, "Advanced Leading the Way" is the governance concept, and the requirements are "Planning is done well once, measures are put in place once, scale is formed once, comprehensive is supported once, and benefits are up to standard once" as the requirements, and adopts "government leadership, mass participation, unified planning, comprehensive management, and departmental cooperation, The governance model of "bundling funds, planning and construction, and overall promotion" is used to build farmland water conservancy in accordance with the standard of "three straights, one level and eight supporting facilities".

During the "Tenth Five-Year Plan" period, the district has invested a total of 61.235 million yuan, of which 11.7454 million yuan was invested by the state and 49.4896 million yuan was invested by district and township finance and the masses. The region has completed a total of 600.7 square kilometers of treatment area. Among them, there are 16.6 square kilometers of terraced fields, 9.9 square kilometers of dam land, 7.6 square kilometers of water land, 323.8 square kilometers of water conservation forest, 31.9 square kilometers of economic forest, and 211 square kilometers of artificial grass.

7,690 machinery shifts were put into operation, 4.975 million labor accumulation jobs were completed, 33.954 million cubic meters of earth and stone were completed, and 46,500 acres of basic farmland were added. 1,814 small water conservancy projects were newly built or reinforced in the district. Among them, 764 were newly built, 135 new check dams were built, 650 check dams were repaired, 381 new motorized wells were drilled, and 83 new drinking water projects for humans and animals were built, solving the drinking water problem of 17,241 people. The region has initially achieved the goals of rural production development, affluent life, and ecological civilization.

Convert farmland to forest

Yuyang District has completed a total of 998,000 acres of farmland to forest (grassland), including 270,300 acres of cultivated land to forest and grassland, and 727,700 acres of wasteland suitable for afforestation and grass planting. At the same time, in accordance with the unified deployment of the province and city, the implementation of the policy of returning farmland to forest (grassland) has been carried out solidly and steadily, and cash subsidies and management fees of 43.248 million yuan are paid to 45,000 farmers in hilly areas every year.

In the past seven years since the implementation of returning farmland to forest, eye-catching results have been achieved. First, the pace of industrial structure adjustment has been further accelerated. From a single agricultural production structure in the past to one with equal emphasis on agriculture, forestry and animal husbandry, the proportion of livestock breeding in the per capita net income of farmers has increased from 30% to 60%; from the past single cultivation of food crops to an equal emphasis on grain, economy and feed, feed The proportion of forage planting has increased significantly. Second, the ecological environment is gradually improving. The forest and grass coverage rate in the entire region has increased from 38.2 before the implementation of the project to 42.7. In the project implementation area, there are more forests and grass on the mountains and more dam systems at the bottom of ditches. Water and soil erosion have been initially curbed, and the overall ecological condition has improved. Third, farmers' income has grown steadily. Per capita net income increased from 1,328 yuan in 2001 to 2,380 yuan in 2005. As of 2005, the district's conversion of farmland to forest project has achieved the goal of "retreating, stabilizing, not rebounding, and making people rich."

Integrate the conversion of farmland into forests and the construction of basic farmland to effectively solve the food problem of the masses after returning farmland to forests. In order to ensure that the total grain output will not be reduced after the farmland is retired and the people's food will not be affected, Yuyang District insists on not relaxing the construction of basic farmland. The first is to leave enough grain fields when returning farmland to forests. The second is to speed up the transformation of medium- and low-yield fields. The third is to dam and silt the land and build new basic farmland. At present, the average per capita in the district has reached 2-2.5 acres of high-yielding fields such as gentle slopes, terraces, and dams with good conditions. Through the vigorous promotion and application of new agricultural technologies such as mulch cultivation, grain yield per unit area has been increased. By the end of 2005, the per capita share of grain in the region's agricultural population was 560 kilograms.

Integrate the conversion of farmland into forests and adjust the agricultural industrial structure to gradually achieve the goal of enriching the people and strengthening the region. In the construction of the project, we insist on adapting measures to local conditions, giving full play to our advantages, and strive to speed up the adjustment of rural industrial structure and increase people's income as key measures to consolidate the results of the conversion of farmland to forest project. The first is to scientifically select forest species and management models to combine ecological benefits with economic benefits. An apricot base covering an area of ??102,000 acres has been built in 12 towns in the southern hilly area, producing 600,000 kilograms of apricot kernels every year, adding more than 2 million yuan to farmers' income. The second is to take advantage of the urban and suburban location to vigorously develop vegetable production and greenhouse cultivation. The third is to vigorously promote courtyard solar greenhouses in rural areas with better conditions in mountainous areas, and combine them with the water conservancy "121" drinking water cellar project to achieve 2 vegetable gardens per household, ensuring farmers' vegetable baskets and increasing farmers' income. The fourth is to guide households returning farmland to transfer their surplus labor. About 45,000 people are exported every year, with an income of more than 300 million yuan.

Integrate the conversion of farmland into forests and the development of animal husbandry to achieve the transformation from single-household production to industrial development. According to the "four-in-one" model of mountain closure and grazing prohibition, artificial grass planting, straw utilization, and sheep rearing, as well as the "five-in-one" model of sheep sheds, silage pits, mowers, feeding troughs, and playgrounds, the leading project under construction We will work hard to improve species, expand scale, and increase efficiency. The first is to focus on the project of returning farmland to forest and vigorously develop grass planting under the forest. A total of 60,700 acres of farmland have been returned to grassland, and 200,000 acres of pasture have been planted among forest lands, laying the foundation for raising sheep. The second is to actively promote Yangzi’s “double reform”. The third is to improve the captive breeding service system. By the end of 2005, the total number of sheep raised in the region reached 1.54 million, and the total output value of animal husbandry reached 533 million yuan, accounting for 64.5% of the total agricultural output value, becoming the main source of economic income for farmers after returning farmland to forests.

Realize the organic combination of returning farmland to forest and closing mountains to grazing to ensure the results of ecological construction. The "Decision to Close Mountain (Sand) Green Houses for Raising Livestock in Yuyang District" was formulated and promulgated, and the entire district was fully closed. In order to ensure that the mountain closure and grazing ban are implemented, firstly, the forestry, animal husbandry, news and other relevant departments are organized to conduct regular or irregular inspections and secret inspections, and the behaviors and responsible persons of ineffective closure, illegal grazing, and scattered grazing are severely dealt with. The second is to effectively strengthen the management and protection of returning farmland to forest and grassland, and implement management and protection responsibilities. The third is to strengthen law enforcement inspections, give full play to the law enforcement functions of forestry police stations, forestry inspection teams and grassland supervision stations, and resolutely crack down on illegal logging, indiscriminate logging and illegal occupation of forest (grassland) land. The fourth is to strictly implement the approval system for requisitioning forest (grassland) land.
