According to Article 8 of the Measures for the Administration of Public Security in Hotel Industry, when a hotel receives passengers, its full-time receptionist shall check the passenger's identity documents and fill in the passenger accommodation register carefully. Hotels not designated by public security organs shall not receive undocumented passengers. The hotel should regularly send the passenger accommodation register to the local police station for inspection.

The passenger accommodation register is uniformly printed by the public security organ. After use, the register must be kept for more than one year and can only be handled with the consent of the local public security organ. Hotels should designate rooms and beds when arranging accommodation for passengers. If the hotel has the conditions to prepare a temporary extra bed, it must obtain the consent of the public security organ in advance.
