In order to ensure the smooth holding of the 11th G20 Summit, according to the Decision of Zhejiang Provincial People's Congress Standing Committee on Authorizing the People's Governments of Provinces and Districts to Provide Temporary Administrative Measures to Ensure the Preparation and Holding of the 11th G20 Summit, the municipal government decided to take temporary closed management measures for some areas of the city during the preparation and holding of the G20 Summit. The relevant matters are as follows:

1.20 16 From August 20th to September 6th, some areas including most areas of the West Lake Scenic Area will be closed for management.

From 0: 00 on August 20th to 24: 00 on August 30th, at 3 1, people living and working in the closed management area will enter with their resident ID cards, while others will enter after security check with their resident ID cards. Other vehicles (including non-motor vehicles and motor vehicles) are prohibited from entering and passing, except motor vehicles with G20 summit passes and traffic signs, and non-motor vehicles with traffic signs for people living and working in closed management areas.

From 0: 00 on September 1 day to 24: 00 on September 6, the closed management area will be closed to the outside world. Except those who live and work in the closed management area, other personnel are prohibited from entering with their resident identity cards and after security inspection. Except vehicles with G20 summit passes, other vehicles (including non-motor vehicles and motor vehicles) are prohibited from entering and passing.

2. During the closed management period, mail and courier services in the closed management area are provided by Hangzhou Branch of China Post Group and Hangzhou Branch of Zhejiang Post Express Co., Ltd., among which, mail and courier (except newspapers and letters) are suspended from 0: 00 on August 28th to 24: 00 on September 6th.

During the period of closed management, no unit or individual may sell, transport or carry items with potential safety hazards in the closed management area, or engage in other activities that may affect safety, except for the service guarantee needs of the G20 Summit.

Public security, urban management, housing management and other relevant departments may, according to needs, require relevant units and personnel in the closed management area to temporarily stop, close down and seal up the outdoor facilities, LED display screens, loudspeakers, video surveillance, parking berths, underground spaces, unattended houses and other related facilities, equipment and places; When necessary, the public security organ may directly take the above measures.

Three, in order to facilitate the life, work and travel of residents and tourists, the closed management area shall implement the following service measures during the closed management period:

(1) From August 20th to August 30th, 3 1, from 8: 00 to17: 30 every day, three transfer service points will be set up in Huanglong Tourism Distribution Center, Pagoda of Six Harmonies Distribution Center and Huyu Road Distribution Center. With resident ID cards, tourists are transferred to the closed management area of West Lake Scenic Area after security inspection.

(2) From August 20th to September 6th, set up temporary bus lines around the West Lake Scenic Area, optimize bus stops outside the closed management area, and realize the connection of bus loops inside and outside the closed management area.

(3) From August 20th to September 6th, a number of parking lots will be set up outside the closed management area of West Lake Scenic Area for residents and units in the closed management area to park for free. Encourage people who live and work in closed management areas to park their motor vehicles in free parking lots to minimize car use and travel.

(4) From August 20th to September 6th, residents' service centers and telephone numbers will be set up in the communities in the closed management area of West Lake Scenic Area to provide comprehensive livelihood security services. Residents and units in the closed management area can turn to the service center for help in case of sudden emergency.

Fourth, I hope that the general public and tourists will understand and support the closed management measures and make reasonable arrangements for life, travel and tourism. Carry the resident ID card, consciously implement the decision-making requirements, and obey the command of the on-site personnel on duty.

Violation of the provisions of this decision, which constitutes an illegal act, shall be punished in accordance with the provisions of relevant laws and regulations.
