Longjiang is the mother river of Fuqing. It originated in Putian and finally flowed into Fuqing Bay, with a total length of 62 kilometers and a drainage area of 538 square kilometers. It passes through Fuqing five towns, with a total length of 35.5 1 km and a drainage area of 474 square kilometers. Its main tributaries are Taichengxi, Dabeixi, Huxi and Guanxi.

Pollution, heavy historical debt

In the bulletin of the provincial environmental protection bureau, Longjiang is the most polluted water system in the province 12. In this regard, the leaders of relevant local departments have an image of "saying", that is, this is a historical debt left by Fuqing's early development, and it is urgent to pay off this "debt".

It is understood that Longjiang water pollution includes point source pollution of enterprises and non-point source pollution of agriculture and social life. Its appearance has both the reasons for the shortage of water resources and the deeper reasons such as the imperfect resource allocation system.

-industrial point source pollution. At present, industrial enterprises with relatively large discharge of water pollutants in Longjiang River Basin are basically equipped with sewage treatment facilities. But the problem is that some enterprises try their best to make pollution control facilities "run away" in order to save the operating cost of sewage treatment facilities. On the other hand, due to some deep-seated reasons such as imperfect current resource allocation system and unreasonable tax design, enterprises are unwilling to implement clean production and comprehensive utilization, and it is difficult to control pollution from the source.

-Agricultural non-point source pollution. At present, the water body in Longjiang is generally in an eutrophic state, and the main eutrophic substances are nitrogen and phosphorus. The main input sources of these substances are animal husbandry and domestic sewage. For example, because potassium dichromate is widely used as disinfectant in eel culture, heavy metal chromium has polluted the water quality in some places.

-Domestic non-point source pollution. The Nipu Ximen Bridge and the Dabeixi section of Longjiang River are seriously polluted, largely because this river passes through the urban area and Yang Xia Town and becomes a sewage ditch for hundreds of thousands of residents.

Garbage pollution. A large number of industrial and domestic wastes were found along the Longjiang River on Qingsheng Avenue in Qiao Rong Development Zone, Taicheng River near Jingxiang Electronics and Dabeixi River, and some construction wastes were also found along the Huxi River.

-Water resources are in short supply. There are Dongzhang Reservoir in the upper reaches of Longjiang River and Zhanba Reservoir in the upper reaches of Dabeixi River, and coastal enterprises also extract a large amount of surface runoff for production activities. Therefore, the natural runoff in the lower reaches of Longjiang River is very small. In the dry season, there is basically no natural runoff in some river sections, only sewage. In the future, if sewage is intercepted by buried pipes, the downstream runoff will be smaller. In this way, even if industrial enterprises can reach the standard stably, the absolute base of pollutant discharge is still very large, which will still have a great impact on the pollution load of Longjiang.

-Secondary pollution of river sediments. The sediment of Dabeixi River bed has been in a state of pollution accumulation for a long time, which is a potential large-scale pollution source.

"Proposal No.1" has achieved initial results.

In fact, the pollution problem in Longjiang has already attracted the attention of relevant local leaders. As early as the beginning of 1999, Fuqing Municipal People's Congress put forward the "No.1 Proposal" for the regulation of Longjiang.

At present, there are 5 1 pollution point sources, and the treatment situation can be divided into four categories. First, 37 sets of pollution control facilities have been built in 35 units, including 20 sets of industrial wastewater treatment facilities, 8 sets of domestic sewage treatment facilities, 5 sets of pig sewage treatment facilities and 4 sets of medical sewage treatment facilities, with a daily sewage treatment capacity of more than 30,000 tons. Second, Jin Shun pig farm was banned by the local government, Wang Guan chemical fiber, Gabriel beer, Fuming pig farm and Hualong farm stopped production, and synthetic ammonia plant and Hongsheng ceramics closed down. Third, with the consent of Fuqing Municipal Government, Dover, Zhuo Yue, Golden Eagle and Haiyang hotels have cancelled the deadline for treatment, but they have to pay a certain sewage treatment fee, and their sewage will be treated uniformly after the completion of the sewage treatment plant. But at present, these four hotels have not paid this fee to the relevant departments. Fourth, five pollution control facilities, such as Wannian Pig Farm, Fuqing Designated Slaughterhouse, Yujingyuan Hotel, Lu Hong Overseas Chinese Federation Hotel and Chengfeng Furniture Co., Ltd., have not been built. In addition, 13 enterprises, such as Maoshan Plastics, Juxing Packaging, Lvxing Home and Fushun Furniture, located in the Longjiang River Basin, have not been included in the Fuqing Municipal Government's deadline governance plan, but they have also completed the construction of sewage treatment facilities under the supervision of the local environmental protection department. Du Min Paper Mill has also built a special sewage pipeline, through which the sewage is discharged to the outside of Wan Li Reservoir Dam.

This year, the Fuqing Municipal Government listed seven industrial enterprises along the Dabeixi River in the deadline governance plan, focusing on the environmental improvement of Huxi and Dabeixi River, and at the same time delineating centralized drinking water source protection areas. The zoning plan has been approved and implemented by the provincial government.

Pollution control, environmental protection department draws up "8 tricks"

According to the planning of the local environmental protection department, the main ideas to solve the problem of stock pollution are as follows:

-Buried pipes are used to intercept pollutants and treat them centrally. The black and smelly phenomenon of Dabei River started from the back of the golf driving range of Hongkuan Industrial Village. There are two main sewage outlets in Hongkuan Industrial Village, and the daily sewage discharge is estimated to exceed 7,000 tons. Therefore, the supporting pipe network of the first phase project of Rong Yuan Sewage Treatment Plant should be extended to Hongkuan Industrial Village, and the industrial and domestic sewage of Hongkuan Industrial Village and Yang Xia Industrial Community and the domestic sewage of Ximen District in the urban area should be intercepted and brought into the sewage treatment plant for unified treatment. The main sewage pipe of Qingsheng Avenue in Qiao Rong Development Zone should be built as soon as possible, and the long-term sewage pipe network construction should be extended to the surrounding areas of Kansai, that is, the surrounding areas of Cao Xia, Lu Hong. The newly established Xianjingyuan Industrial Community in Jingyang Town is located on the east side of Fuxia Road. It is necessary to complete the sewage pipe network and connect it with the Jingyang sewage main pipe located on the west side of Fuxia Road. At present, the main sewage pipe is only laid at the downstream of the trunk mouth, and its connection with the sewage pipe network in Qiao Rong Development Zone should be considered in the long-term construction.

-Strengthen the supervision of pollution point sources. Recently, the environmental protection department has strengthened the inspection of the operation of pollution control facilities in enterprises, especially at night, and investigated and dealt with six enterprises that illegally discharged pollutants. Environmental protection departments hope that local party committees and governments will provide them with an important backing for strict law enforcement, and the news media will strengthen public opinion supervision.

-Efforts should be made to control non-point source pollution. There are eutrophication pollution problems in many sections of Longjiang, and the environmental protection department will continue to urge industrial enterprises to use phosphorus-free detergents, and suggest that the industrial and commercial departments increase the investigation and punishment of sales of phosphorus-containing detergents. The pollution control of animal husbandry must start with the reform of development mode and realize the integration of planting and breeding, that is, take the road of "pig-biogas-fruit (vegetable)-fishing-organic fertilizer" The relevant towns (streets) should do a good job in the development planning of animal husbandry, and delimit the forbidden and suitable areas for animal husbandry as soon as possible. For pig farms that are seriously polluted and difficult to control for a while, they should be relocated or closed within a planned time limit.

-Promoting cleaner production. It is suggested that the economic and trade departments should take the lead in organizing planning, science and technology, quality supervision, agriculture, construction, water conservancy and environmental protection departments to formulate local cleaner production promotion plans, guide enterprises to improve their designs, use clean energy and raw materials, adopt advanced technologies and equipment, reduce pollution from the source and improve resource utilization efficiency. At the same time, enterprises are urged to improve management and strengthen comprehensive utilization, especially enterprises with large sewage discharge such as papermaking, printing and dyeing, textile, etc., which must implement reclaimed water reuse technology.

-Scientific allocation of water resources. It is suggested that several reservoirs located in the Longjiang River Basin should be unified in the near future, and the river runoff should be scientifically regulated in high, low and dry seasons, and the proportion of production water, domestic water and ecological water should be well coordinated to ensure that the river can maintain a certain amount of runoff and maintain some basic water ecosystems in the dry season. In the long term, it is considered to draw water from the low main canal or the aqueduct of Minjiang River water transfer project to supplement the surface runoff of Longjiang River or Dabeixi River and enhance the self-purification ability of water body. At the same time, the relevant departments should strengthen the supervision of enterprises that directly take water or groundwater from rivers to prevent the waste of water resources.

-River dredging and aeration reoxygenation. Sludge bulking occurred in Longjiang River and Dabeixi River, especially between Shengdi Bridge and Ximen Bridge and between Ximen Bridge and Nanmen Bridge. It is suggested that these two places should be dredged in advance, illegal buildings on both sides of the strait should be demolished, potential pollution sources should be removed, and the rivers should be kept smooth.

The black odor of river water is mainly caused by the low dissolved oxygen content in river water. Therefore, aeration and reoxygenation should be carried out in the relevant river sections in order to increase the water temperature of the bottom water body, increase dissolved oxygen, form an environment dominated by facultative bacteria on the surface of the sediment, and gradually stimulate the growth of aerobic flora, thus increasing the biomass of the river in a short time, reducing the organic pollutants in the water and improving the self-purification ability of the water body. It is suggested that some dams should be built on Dabeixi River and Longjiang River, and natural height difference should be used for diversion and aeration.

-Centralized garbage disposal. It is suggested that Qiao Rong Development Zone and Jiangkuan Industrial Village should choose suitable sites as industrial waste disposal sites as soon as possible, clean up the existing industrial waste piled up along the main stream of Longjiang River, Dabeixi River and Taichengxi River, strengthen the management of enterprises in the area, and stop the random dumping of industrial waste in time. Yang Xia Town and Ximen District should set up garbage transfer stations to collect domestic garbage at fixed points and send them to the treatment yard for centralized treatment. It is suggested that the Urban Management Law Enforcement Bureau and relevant towns (streets) strengthen supervision and inspection, and promptly investigate and deal with the dumping of all kinds of garbage into the river.

-strengthen leadership, towns (streets) departments should pay close attention to * * *. The environmental protection department suggested that the local Party committee and government should continue to strengthen the leadership of pollution control work in Longjiang River Basin, further clarify the tasks of towns (streets) and functional departments, implement the target responsibility system, regularly listen to reports on the progress of governance work, strengthen organization and coordination, and form a joint force. At the same time, it is suggested that many parties raise funds to ensure that the investment is in place and the rectification work can be implemented as soon as possible.
