Yaguang Company mainly produces medical devices for pathology. Specifically, it includes ten categories of products, including biological tissue dehydrator, tissue embedding machine, spreading and baking machine, dyeing machine, graphic analysis system, tablet press, liquid-based consumables and more than 20 varieties.

Yaguang Company has more than 20 years of experience in the research and development of medical laboratories and basic equipment. Under the leadership of Meng Guangshou, the founder, a young and middle-aged expert who has made outstanding contributions in Hubei Province, a senior engineer who enjoys the subsidy of the State Council, and the chairman, Yaguang Company has developed more than 20 new scientific and technological products and has 18 national patent technologies. The company has passed the ISO900 1 quality management system certification and is a high-tech enterprise in Hubei Province. Its "Yaguang" brand pathological equipment has become a well-known brand in the domestic medical device industry. Products are sold to more than 20 provinces and regions, exported to Middle East, Africa and other countries 10, and the market share ranks first in the same industry in China.

Yaguang Medical Electronic Technology Co., Ltd. was originally a medical device research institute under the Medical Branch of Hubei Vocational College. After privatization in 2005, it was decoupled from Hubei Vocational College. Now we mainly develop and produce ZT series biological tissue dehydrators. The registered capital of the company is 1 10,000 yuan, with 57 employees. In recent years, enterprises attach importance to the research and development of new products, and the upgrading of ZT series products has been accelerated, which has always maintained a leading level in the same industry in China. By the first quarter of this year, the pathological series products developed and produced by the company reached 22 models in 9 categories, with more than 3,000 domestic users, and some products also entered the Southeast Asian market. It is estimated that the sales revenue will be160,000 yuan and the profit and tax will be 2 million yuan this year. From June to May this year, the enterprise has achieved an output value of 5.65 million yuan and sales of nearly 5.386 million yuan, ranking among the high-tech enterprises in our province.

Yaguang Medical Electronic Technology Co., Ltd., as an enterprise engaged in research, development and production of pathological medical products in our city, won the third prize of national scientific and technological progress, and has a bright market prospect. However, for many years, due to various reasons, the development of enterprises is insufficient and the production scale is limited.

First, vicious competition hinders development. Before 1997, there were only two medical electronic enterprises in Xiaogan, Yaguang and Hongye. After 2006, the number of similar enterprises increased to nine. The newly-added enterprise legal person was originally the management cadre of Yaguang and Hongye. They use the technology mastered in the original enterprise to establish a new portal and organize the production of similar products. They used similar dumping methods to compete with the old owners, which doubled the added value of medical electronic products.

Second, restructuring does not completely affect development. When Yaguang Company was restructured in 2005, * * * took over more than 50 employees, including Hubei Vocational College employees 1 1 person and 40 temporary workers. Who will pay for these people's pension insurance? There is no explicit provision in the restructuring document, but now employees are clamoring for enterprises to apply for endowment insurance. The enterprise believes that although the staff of vocational colleges 1 1 are currently working in Yaguang, the personnel relationship is still in the original unit, and their pension insurance should be purchased by vocational colleges. In addition, with the improvement of the technical content of products, the labor skills of Yaguang employees are seriously aging, and some of them can no longer meet the production requirements, so they need to be trained and improved, and new employees need to be added in time. However, now the adjustment of employees' entry and exit has become the biggest difficulty for enterprises. For example, last year, Yaguang tried to fire an employee. After the employee appealed, the relevant departments actually made a ruling that Yaguang compensated 30,000 yuan, which made the company laugh and cry.

Third, unfair taxation stifles development. Of the nine existing enterprises, only two enterprises pay taxes according to general taxpayers, and the implementation tax rate is 17%. The rest enterprises pay taxes according to small-scale taxpayers, and the implementation tax rate is 5%. Although this policy is well-founded, it is not aimed at Yaguang, but it objectively plays a role in encouraging and protecting small enterprises and suppressing large enterprises. This is also unexpected by the tax authorities.

Fourth, financing difficulties restrict development. The bank of our city has a very high threshold for loans to small and medium-sized enterprises like Yaguang, and it is not easy to get loans. However, the sales of medical device products have seasonal characteristics. At the end of the year and the beginning of the year, orders are relatively concentrated, demand is strong, and capital demand is large. Due to lack of funds, Yaguang gave up more than 30 orders last year. It is understood that Yaguang Company has not borrowed from banks so far, and its development mainly depends on absorbing social hot money, which is not only costly, but also very limited.

Fifth, there is no fixed site to restrict development. For many years, Yaguang Company has been producing by leasing the site, and the factory has no fixed place. In order to improve the corporate image and accelerate the development, Yaguang shareholders' meeting reached an understanding last year, and it is planned to build a new factory in the city development zone by land acquisition. However, the financing problem cannot be solved, and the procedures have not yet been completed.

In view of the above problems, I went to Yaguang Company, State Taxation Bureau and Labor Bureau twice this year to investigate and discuss, understand the current situation, listen to opinions, coordinate relations and resolve contradictions. For example, Comrade Zhang Yongguo from the Municipal State Taxation Bureau took the initiative to talk to Yaguang's boss, answer relevant policies and put forward development suggestions, and regarded Yaguang as a long-term twinning contact enterprise. This enterprise is satisfied. The municipal labor department actively intervened in view of the outstanding problems existing in the labor and employment of enterprises, and held a meeting to study and cooperate with enterprises to straighten out the labor and employment relationship. Yaguang Company has also made a three-year plan for enterprise development according to my suggestion, starting with improving the distribution system, focusing on product research and development, strengthening product publicity, strengthening internal management, paying close attention to product quality improvement, paying close attention to the stability of enterprise talents, and paying close attention to domestic and foreign market development, and has achieved remarkable results.
