This standard is applicable to the qualification evaluation of enterprises engaged in the design and construction of safety technology prevention projects in People's Republic of China (PRC).

Article 2 The qualifications of security engineering enterprises are divided into Grade I, Grade II and Grade III. Level 3 is the lowest level.

Article 3 A first-class qualified enterprise shall meet the following conditions:

(1) It has the qualification of an independent legal person and is registered with the administrative department for industry and commerce of China with a registered capital of not less than 5 million yuan or equivalent foreign currency.

(2) In the past two years, he has undertaken five or more design and construction projects of Class A safety technical prevention projects that have passed inspection, acceptance or evaluation, and the total contract value of completed safety projects is more than 6,543,800 yuan (inclusive), of which at least one project is not less than 3 million yuan.

(three) professional and technical personnel of not less than 20 people, and passed the unified examination organized by China Security Association, and passed the examination.

There shall be no less than 2 project cost personnel, who have received professional training from national cost personnel and obtained corresponding qualification certificates.

The legal representative and professional and technical personnel must have no criminal record.

Article 4 An enterprise with Grade II qualification shall meet the following conditions:

(1) It has the qualification of an independent legal person and is registered with the administrative department for industry and commerce of China with a registered capital of not less than 2 million yuan or equivalent foreign currency.

(2) In the past two years, he has undertaken more than five design and construction projects of Class I and Class II security technology prevention projects that have passed inspection, acceptance or evaluation, and the total contract value of completed security projects is more than 6,543,800,000 yuan (inclusive), at least one of which is not less than 2 million yuan.

(three) professional and technical personnel not less than 10, and passed the unified examination organized by China Security Association, with qualified results.

Article 5 An enterprise with Grade III qualification shall meet the following conditions:

(1) It has the qualification of an independent legal person and is registered with the administrative department for industry and commerce of China with a registered capital of not less than 500,000 yuan or equivalent foreign currency.

(2) In the past two years, at least 1 safety technical prevention design and construction projects with a contract value of more than 500,000 yuan (inclusive) or at least 4 projects with a contract value of more than 300,000 yuan (inclusive) have passed the inspection, acceptance or evaluation.

(three) professional and technical personnel of not less than five, and passed the unified examination organized by China Security Association, and passed the examination.

The project cost personnel shall be no less than 1 person, and shall receive professional training of national cost personnel and obtain corresponding qualification certificates.

Before handling the entrustment of qualification evaluation, enterprises should log on to the information network of qualification evaluation of security engineering enterprises (hereinafter referred to as the information network of qualification evaluation), understand the ways and requirements of handling the entrusted qualification evaluation online, conduct self-evaluation according to the qualification evaluation standards of security engineering enterprises, and confirm the qualification grade of entrusted evaluation.

Enterprises entrusted with qualification assessment shall fill in the Application Form for Qualification Assessment of Security Engineering Enterprises (Annex I) and the Power of Attorney for Qualification Assessment of Security Engineering Enterprises and its Schedule (Annex II) online according to the instructions and schedules of the assessment power of attorney.

The enterprise shall ensure that the information filled in is true and effective, and can provide sufficient original relevant evidence immediately (including the process data of completed projects).

The Provincial Insurance Association conducts preliminary qualification examination online and signs opinions; After the qualification evaluation institution accepts the personnel's online review and confirms the data compliance, it initialled the security engineering enterprise qualification evaluation contract with the enterprise by fax. The format and content of the contract shall be formulated by the provincial qualification evaluation institution according to the contract law and with reference to the contract model provided by the qualification evaluation service center.

The qualification evaluation institution shall, in accordance with the provisions of the evaluation contract, start the qualification evaluation procedure:

1. Set up an audit team, audit enterprise data online, communicate with enterprises, and determine the arrangement of on-site investigation related matters, including the specific requirements for enterprise data preparation.

2. The review team shall conduct on-site inspection, prepare the enterprise qualification review report, and go to the project site for witness review when necessary.

3. Technical experts examine and approve the evaluation conclusions.

4. The qualification evaluation institution shall review the conclusion of qualification evaluation and submit it for approval.

5. The provincial security association approved the second and third-level qualification evaluation or approved the first-level qualification final evaluation.

7. The qualification management center of China Security Association organizes the qualification evaluation service center to implement the first-level qualification final evaluation:

(1) Technical experts review the first-level qualification.

(3) The director of the Qualification Management Center of China Security Association approved the issuance of the first-class qualification certificate.

On-site inspection, the main work of the qualification assessor:

1. View the original enterprise voucher. Check and record enterprise information one by one according to the requirements of qualification evaluation standards. Judge the conformity between the enterprise's ability performance and the qualification evaluation standard.

2. Collect the original business license, organization code certificate, legal representative's identity certificate, social security registration certificate, GB/T 1900 1 certification certificate, project contract, major completed project acceptance documents, etc. , and made into an electronic document by the enterprise, and brought back after being checked by the evaluator. Do not have the conditions, the copy returned, the copy should be clear.

3. Complete the signing of the official text of the qualification evaluation contract for security engineering enterprises.

During the on-site inspection, the enterprise shall provide the original and complete process data of all completed projects.

In general, the on-site investigation should be completed within 15 working days after the evaluation contract comes into effect, and the final evaluation of the second-and third-level qualification certificates or the first-level qualification should be completed within 30 working days. The final qualification evaluation shall be completed within 15 working days (including the publicity time) after receiving the preliminary evaluation data of the provincial safety association.

Non-conformities found in on-site investigation shall be issued by non-conformance report and confirmed by the enterprise. General nonconformities can be communicated with the enterprise, allowing it to correct after obtaining the certificate, and verified during the annual review; The effective correction of serious non-conformance and the verification of correction effect shall be completed within 10 working days after the non-conformance report is issued.

If it is confirmed that it does not meet the requirements of the evaluation standard, or the serious non-conformity has not been effectively corrected within the prescribed time limit, a notice of unqualified qualification evaluation will be issued.

warranty of title

"Security Engineering Enterprise Qualification Certificate" (hereinafter referred to as the qualification certificate) is uniformly designed and printed by the China Security Association Qualification Management Center with anti-counterfeiting technology, and the certification body fills in and issues it.

The main contents of the qualification certificate include security engineering enterprise information and qualification information.

The qualification certificate number is unique.

In general, the certification body will issue an original qualification certificate and a copy of the qualification certificate to the enterprise. If the enterprise needs, it can issue up to 4 certificates. The number of qualification certificates required by the enterprise shall be determined in the qualification review contract.

Commissioned qualification promotion or demotion, after passing the examination, issued a certificate of the corresponding level, return the original qualification certificate.

The qualification certificate is only allowed to be used by the certified enterprise, and may not be rented or transferred. Qualification certificates can be used for publicity, display and bidding.

After verification, if it is confirmed that an enterprise has leased, transferred, altered or altered its qualification certificate, its qualification shall be revoked and announced on the qualification evaluation information online. If the consequences are serious, the offender shall be investigated for legal responsibility.

After verification, if it is confirmed that the enterprise has obtained the qualification certificate through improper means, or the enterprise qualification evaluation institution has made illegal evaluation, the qualification management center of China Security Association will revoke its qualification certificate and notify it on the qualification evaluation information online.

Enterprises closed or cancelled due to bankruptcy shall return their qualification certificates to certification bodies.

If you lose your qualification certificate, you must first go through the formalities of reporting the loss in the qualification evaluation information network, and then go to the original issuing agency to reissue the certificate.

Annual qualification examination

After obtaining the qualification certificate, if the enterprise information changes, it shall report to the qualification evaluation institution in a timely manner. The main information in the report includes company name, registered address, contact information, major safety and quality accidents, etc.

After the enterprise obtains the qualification certificate, the routine supervision mode is annual examination, and the annual examination cycle is one year. The annual examination shall be completed within two months before the expiration of the validity of the copy of the qualification certificate.

Provincial Safety Association organizes enterprise qualification evaluation institutions to prepare annual review plans, communicate with certified enterprises in time, and make annual review arrangements.

The certified enterprise submits the Application Form for Annual Qualification Examination of Security Engineering Enterprise (Annex 4), the Power of Attorney for Annual Qualification Examination of Security Engineering Enterprise and the attached table (see Annex 5) online.

Acceptance personnel of provincial enterprise qualification assessment institutions shall check data compliance and accept the entrustment of annual qualification examination.

Reviewers, experts, qualification evaluation institutions and provincial safety associations approve the issuance of Grade II and Grade III qualification certificates, or approve the final evaluation of Grade I qualification. The qualification management center of China Security Association organized the qualification evaluation service center to implement the first-level qualification final evaluation.

The focus of the annual review is to examine the impact of the changes that have taken place in the past year on the maintenance of the qualifications obtained by the enterprise. The engineering achievements obtained by the enterprise must meet the standards, and the newly completed engineering quantity should also meet the following requirements: the first-class qualification is not less than 6 million yuan; The second-level qualification is not less than 4 million yuan. The contents of the annual review also include: verifying the correction effect of general nonconformities, and treating invalid ones as serious nonconformities; Check the use and management of enterprise qualification certificates; Review the complaints against enterprises and the impact of their handling on maintaining enterprise qualifications.

The time limit of the annual qualification examination procedure is the same as that of the qualification assessment.

If the annual examination is qualified, the license issuing agency shall affix the annual examination mark on the original qualification certificate and put it on record, and issue a copy of the qualification certificate to confirm that the enterprise qualification continues to be valid.

If the annual examination fails, a notice of disqualification will be issued.

If an enterprise fails to participate in the annual qualification examination within the time limit, its qualification certificate will automatically become invalid, and it can no longer entrust the qualification assessment within one year. The certification body withdraws and cancels the invalid certificate, and the qualification evaluation information network informs the information of certificate invalidation or qualification revocation in real time.

If the entrusted qualification is promoted or downgraded, its qualification should be re-evaluated. If the on-site investigation has been carried out, the investigation results can be accepted.
