The Municipal Bureau of Statistics has always insisted on improving the quality of statistical data as the center, conscientiously implemented the standardized management measures for statistical work, and strictly controlled statistics. Data quality is off. The first is to improve the statistical data quality grading responsibility system. Establish a three-level linkage data quality responsibility system of city, county, city, and township (subdistrict office), with responsibility at each level to strictly control data collection, aggregation, and review. The second is to increase coordination among majors, strengthen communication and connection with relevant departments and higher-level statistical departments, master first-hand information, and ensure that statistical survey data are well-founded. The third is to improve the evaluation mechanism. Further improve the main statistical data quality assessment mechanism and actively explore the establishment of a third-party statistical data assessment mechanism to ensure that the city's main indicator data is accurate and that various economic indicators objectively reflect the city's economic operation. 5. Grassroots infrastructure construction has been continuously strengthened, and the “big statistics” work system has been actively built.
First, the “statistical agency system” has been actively promoted, and the statistical work of “three-top” enterprises has been strengthened. The "statistical agency system" work explored by Mianyang was reported on the front page of China Information News. It has been highly valued by the National Bureau of Statistics and the Provincial Bureau of Statistics. This year, the Provincial Bureau of Statistics has promoted it to the entire province. Second, new breakthroughs have been made in the reform of statistical methods and systems. This year, a new post-disaster reconstruction monitoring indicator system was established, a statistical system for the service industry was established and improved, and statistical survey methods were further improved. Third, the level of statistical software and hardware construction at the grassroots level has been continuously improved. In the first half of the year, 276 towns and villages in the city were equipped with "statistical-specific" computers and printers, and business training for grassroots reporting units was increased to further improve the statistical capabilities at the grassroots level. Fourth, there has been new progress in the construction of statistical information. This year, 300,000 yuan was invested to transform the local area network, build a new video conference room, configure video conference facilities and equipment, and build a unified, compatible and shared statistical data platform for the city. The fifth is to conscientiously implement the spirit of the instructions of Director Ma Jiantang of the National Bureau of Statistics, actively promote the establishment of a "fifth level statistical agency" (township statistics station) pilot in Jiangyou City, and strive to consolidate the foundation of township statistics.
In the second half of 2010 , mainly focusing on the following aspects of work:
First, innovative measures, establishing a statistical monitoring index system of "one main, three modernization and three strengthening", and unifying the thinking to the "one main, three modernization and three strengthening" development path and the leading strategy of “strengthening the city through industry”, and strengthen special statistical monitoring.
The second is to strengthen statistical law enforcement. Increase the publicity and implementation of the "Statistics Law" newly revised and promulgated this year and the newly issued "Provisions on Punishments for Statistical Violations of Violations of Laws and Disciplines", and strengthen the awareness of statistical laws and regulations among all parties. At the same time, special law enforcement inspections of statistical qualifications shall be carried out.
The third is to accelerate statistical reform and deepen high-quality statistical services. Further expand the scope of statistical services, strengthen statistical monitoring and analysis and prediction and early warning, and provide decision-making advice on long-term development strategies. A series of special investigations such as the "Survey on Mianyang Industrial Park (Industrial Concentrated Development Area)" and "Survey on Energy Consumption of 12 Key Energy-Consuming Enterprises in Mianyang" were carried out.
The fourth is to comprehensively promote the "statistical agency system", further strengthen the statistical work in the park, strengthen the pilot of "Statistical Agency Level 5", explore the establishment of "township accounting centers", and improve the quality of statistical source data.
The fifth is to actively prepare for the sixth national census.
