Decision of the Guangzhou Municipal People’s Government on delegating, entrusting and withdrawing a number of municipal administrative powers

In order to deepen the reform of "decentralization, regulation and service" and further transform government functions, the municipal government decided to adjust 187 municipal administrative power matters to be implemented by districts (including functional districts, the same below), of which 22 items were decentralized method, 165 items were entrusted; 13 municipal administrative power matters that were originally adjusted to be implemented by the district were recovered.

For administrative power matters in the list of decentralized matters that can only be decentralized after the Standing Committee of the Municipal People’s Congress amends relevant regulations, the relevant municipal departments as the implementing entities shall, within one year from the date of the announcement of this decision, in accordance with the statutory The legislative process proposes project proposals to amend relevant regulations.

Relevant departments in various districts and cities should strengthen coordination and cooperation, complete the adjustment and handover work within 30 working days from the date of the announcement of this decision, and promptly announce to the public the department undertaking the adjustment matters, the handover date, etc. From the date of handover, each undertaking department will be responsible for handling relevant matters, and those that have been accepted by the original implementing department will continue to be processed. All districts should actively cooperate with relevant municipal departments to implement the connection, strictly regulate services in accordance with the law, simplify service procedures, optimize service processes, shorten processing time limits, and provide efficient and convenient services to enterprises and the public. Relevant municipal departments should strengthen business training, guidance and supervision, help each district solve the problems and difficulties encountered in implementation, and ensure that matters can be let go, taken over and managed well.
