5. Relevant issues and suggestions
1. Solve the problem of insufficient passing capacity of passenger dedicated lines. There are currently 100 pairs of Beijing-Guangzhou high-speed railways from Changsha south to Guangzhou south and 101 pairs of Beijing-Shanghai high-speed railways from Jinan west to Beijing south. According to the current technical standards, the passing capacity has been saturated. According to the passenger flow situation after the high-speed rail network is completed, despite the compression of demand for development banks, the number will still reach 113 pairs and 107 pairs respectively by the end of the year.
Recommendations: First, improve the interval time standard, change the arrival interval of passenger dedicated lines from 4 minutes to 3 minutes, change the interval of departures from 2 minutes to 1 minute, and change the departure interval from 5 minutes to 5 minutes except for Beijing South Railway Station The score was changed to 4 points. The second is to change the D prefix of some Beijing-Guangzhou and Beijing-Shanghai high-speed railways to the G prefix.
. Solve the problem of insufficient maintenance capacity of EMUs in major passenger transport hubs. At present, the maintenance capacity of EMUs at the main passenger transport hubs along the road is comprehensively tight, and it is impossible to fully utilize the capabilities of this year's new EMUs. Due to insufficient maintenance capabilities and insufficient number of trains, 59 pairs of trains requested by various railway bureaus could not be arranged. In particular, the Beijing hub is the most difficult. It is basically impossible to add EMU trains starting from Beijing (Beijing West and Beijing South) in the morning.
Recommendations: First, build EMU maintenance lines at major passenger transport hubs. Beijing South, Guangzhou South, Changsha South, Shenzhen North, Nanchang West, Zhengzhou East, Xi'an North, Taiyuan South, Wuhan, Nanning, Hangzhou and other EMUs will each add 2 EMU maintenance lines, and Hefei South and Xiamen EMUs will be built as soon as possible. The second is to summarize and analyze the 5,000km level one maintenance test as soon as possible, and on the basis of ensuring safety, increase the level one maintenance mileage of EMUs from 4,400km to 5,000km before the end of the year. The third is to speed up the utilization efficiency of maintenance lines. On the basis of ensuring safety, before the end of the year...
. Solve the problem of insufficient number of EMUs.
The Lanzhou-Xinjiang Passenger Express needs to arrange 21 sets of trains (including inspection and maintenance), but only 5 sets are actually arranged; new lines such as Guizhou-Guangzhou and Nanguang have greatly reduced the number of trains; during peak periods, Beijing-Shanghai and other high-speed railways have more trains running in single sets; The number of high-speed EMUs in Beijing and other railway bureaus is insufficient; the passenger transport capacity of Hangzhou-Shenzhen, Yiwan, Daxi and other lines is seriously insufficient.
Recommendations: Speed ??up the delivery progress of new EMUs, ensure the smooth opening of new passenger dedicated lines, and increase the passenger capacity of existing passenger dedicated lines as soon as possible.
. Solve the problem of insufficient passing capacity between Hangzhou South and Hangzhou East. In the early days of the opening of the Hanghuai section of the Shanghai-Kunming high-speed railway, the first line of the Hangzhou-Ningbo high-speed railway from Hangzhou south to Hangzhou east (that is, this section is still Line 2), Hangzhou South Station is not open for the time being, and both the Shanghai-Kunming and Hangzhou-Ningbo high-speed railways are passenger flow The prosperous main line high-speed railway will further increase the number of openings in the future, which will seriously restrict the capacity of the Shanghai-Kunming high-speed railway and the Hangzhou-Shenzhen line. Recommendation: Open the third and fourth lines from Hangzhou South to Hangzhou East as soon as possible.
