On November 27, 2021, new coronavirus pneumonia broke out in Xi'an Since the outbreak of the local epidemic, it has rapidly spread locally and has a spillover trend. Xuchang City is close to Xi'an and there is a lot of personnel exchanges, so there is a risk of imported epidemics. In order to strictly prevent the import and spread of the new coronavirus pneumonia epidemic, on December 22, 2021, the Xuchang Municipal Epidemic Prevention and Control Headquarters Office issued [2021] Document No. 69, the full text is as follows:

1. Strengthening personnel investigation

Each county should immediately organize and carry out investigation on the situation of people coming from Xi'an City since November 27, 2021. Communities must take the initiative to track and register so that no households in the village or people in each household are missed. High-speed rail stations, railway stations, and long-distance bus stations must strengthen their on-duty duties and carry out temperature checks and "health code" and "trip code" inspections for passengers entering and exiting the station; hotels must carry out temperature checks and "health code" checks for new guests. Code" inspection; industries, enterprises, and construction sites must strengthen the trajectory of migrant workers, and immediately report those found to be from Xi'an to the local epidemic prevention and control headquarters.

2. Implement classified control

According to the requirements of the "Notice on Strengthening the Prevention and Control of the New Coronavirus Pneumonia Epidemic During Winter, Spring and "Double Festival" by the Xuchang City New Coronavirus Infected Pneumonia Epidemic Prevention and Control Headquarters Office, the locations of medium and high risk areas and medium and high risk areas in Xi'an Personnel coming from counties and cities where medium- and high-risk areas are located will be subject to classified control, so that the same day of control and nucleic acid testing are in place.

3. Strengthen information reporting

Each county must report the previous day’s investigation, control and nucleic acid testing status to the Municipal Epidemic Prevention and Control Headquarters Office before 9 a.m. every day. The group requires the data to be true and accurate, and no false reporting or concealment is allowed.
