Chapter I General Provisions Article 1 In order to scientifically and effectively organize statistical work, ensure the truthfulness, accuracy, completeness and timeliness of statistical data, and give full play to the important role of statistics in serving economic construction and social development, these Regulations are formulated in accordance with the Statistics Law of the People's Republic of China and relevant laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the statistical activities organized and implemented by the people's governments at all levels in this Municipality, the statistical agencies of the people's governments of cities, districts and counties (autonomous counties) and relevant departments. Article 3 People's governments at all levels shall strengthen the organization and leadership of statistical work, incorporate statistical work into the national economic and social development plan at the corresponding level, and provide necessary guarantee for statistical work.

The people's governments of cities, counties (autonomous counties) shall include the funds needed for statistical work in the financial budget. The funds needed for the census in big cities shall be borne by the people's governments at all levels and included in the corresponding annual budget. Article 4 The statistical agencies of the people's governments of cities, districts and counties (autonomous counties) shall be responsible for the organization, leadership, management, coordination, supervision and inspection of statistical work within their respective administrative areas.

The statistical agencies of the people's governments of cities, districts and counties (autonomous counties) accept the dual leadership of the statistical agencies of the people's governments at the same level and the people's governments at higher levels, and are mainly led by the statistical agencies of the people's governments at higher levels in statistical business. Article 5 The relevant departments of the people's governments of cities, districts and counties (autonomous counties) shall organize statistical work within the scope of their management responsibilities according to law, carry out statistical investigations, and accept the guidance of the statistical agencies of the people's governments at the corresponding levels. Article 6 Statistical institutions and statisticians shall independently exercise their functions and powers of statistical investigation, statistical reporting and statistical supervision according to law, and shall not be infringed upon by any organization or individual.

Statistical institutions and statisticians shall perform their duties according to law, collect and submit statistical data truthfully, and complete statistical tasks accurately and timely.

Statistical institutions and statisticians shall keep confidential the state secrets, business secrets and personal information they know in their statistical work. Article 7 State organs, enterprises, institutions and other organizations, as well as individual industrial and commercial households and individuals, shall, in accordance with the provisions of statistical laws, regulations and statistical investigation system, provide the statistical data needed for statistical investigation in a true, accurate, complete and timely manner, and shall not provide untrue or incomplete statistical data, and shall not delay or refuse to report statistical data.

Statistical investigation objects have the right to refuse to provide statistical data for statistical investigations that violate statistical laws, regulations and statistical investigation systems. Article 8 The people's governments of cities, districts and counties (autonomous counties) shall strengthen the statistical informatization construction and bring it into the overall planning of informatization construction.

State organs, enterprises, institutions and other organizations shall, as required, be equipped with statistical information technology facilities suitable for statistical tasks. Article 9 The statistical illegal information of statistical investigation objects shall be incorporated into the relevant credit system for the inquiry of relevant units and individuals. Tenth statistical work should be subject to the supervision of the news media and the public. Any organization or individual has the right to report statistical violations. Eleventh units and individuals who have made outstanding achievements in statistical work, people's governments at all levels and government statistical agencies and relevant departments can be commended or rewarded in accordance with the relevant provisions. Chapter II Statistical Investigation Article 12 Statistical investigation items include national statistical investigation items, departmental statistical investigation items and local statistical investigation items.

Local statistical investigation items shall be separately or jointly formulated by the statistical agencies of the people's governments of cities, districts and counties (autonomous counties) and relevant departments.

The formulation of local statistical investigation projects shall be clearly divided from national statistical investigation projects and departmental statistical investigation projects, and shall not be repeated; The subordinate local statistical investigation items shall not be duplicated with the superior local statistical investigation items. Thirteenth local statistical investigation projects shall be approved and implemented in accordance with the relevant provisions of the state, and the approved local statistical investigation projects shall be published regularly.

When formulating a local statistical investigation project, the statistical investigation system of the project shall be formulated at the same time, and shall be examined and approved together with the statistical investigation project.

The statistical investigation system shall stipulate the purpose, contents, methods, objects, organizations, questionnaires, submission and publication of statistical data. Fourteenth statistical investigation shall be organized and implemented in accordance with the statistical investigation system.

Local statistical investigation projects shall be implemented separately or jointly by the statistical agencies of the people's governments of cities, districts and counties (autonomous counties) and relevant departments; Among them, the census of big cities is under the unified leadership of the Municipal People's Government, and the people's governments of cities, districts and counties (autonomous counties) organize the statistical agencies of the people's governments at the corresponding levels and relevant departments to jointly implement it. Fifteenth collection and collation of statistical data, should be based on regular surveys, with regular sampling surveys as the main body, using comprehensive surveys, key surveys and other methods, and make full use of administrative records and other information. Sixteenth industry and commerce, establishment, civil affairs, taxation, quality supervision and other departments. , shall promptly provide the statistical agencies of the people's governments at the corresponding levels with the administrative records required for statistics; Government statistical agencies shall establish a unified directory of basic units according to administrative records. Seventeenth counties (autonomous counties) people's government statistical agencies shall, according to the relevant information of the basic unit directory database, promptly inform the statistical investigation objects in writing to establish statistical relations with the government statistical agencies and accept the statistical investigation tasks.

The object of statistical investigation shall, within 30 days from the date of being informed, establish statistical relations with government statistical agencies and accept statistical investigation tasks.
