However, all the considerations in Yangzhou add up to a small win over Huai 'an.

when it comes to development potential, Yangzhou and Huai' an have different directions. Yangzhou is a beautiful and livable city, a modern high-tech and service industry chain. For example, Yangzhou's automobile manufacturing, electronics and chemicals, biotechnology, photovoltaic energy, oil fields, etc., many of which are not comparable to Huai 'an, because some of them are industry leaders in the country and the world. The comparison of Yangzhou should be Zhenjiang Nantong, Changzhou, and that of Huai 'an should be Suqian Lianyungang, Yancheng. Only when the strength is close can we talk about rivalry.
