However, at about1October 3 1 1, the employee of the hotel, Wang Moumou, opened the seal posted by the fire brigade on the power box of the hotel control room without authorization after knowing that the hotel was temporarily sealed up by the fire brigade according to law, and closed the power switch to keep the hotel powered on. Afterwards, Wang surrendered himself voluntarily. The High-tech Zone Branch of Changsha Public Security Bureau detained Wang for seven days in accordance with the Fire Protection Law of People's Republic of China (PRC).
