It is not illegal for both parties to open a hotel voluntarily.

As long as both parties are willing, they will not be investigated by law, but in some special circumstances, it may be illegal. If both parties use money as a transaction and have sex in the same hotel, it is illegal to engage in drug abuse and drug trafficking, which is absolutely illegal and will be severely punished by law.

To run a hotel, you must have safety conditions:
