I. Subsidy conditions

The following basic conditions must be met simultaneously:

1. Graduates from full-time colleges and universities (including studying abroad) who have obtained bachelor's degree or above (including graduates from Hong Kong, Macao and Taiwan who have obtained employment certificates in Nanjing) and graduates from full-time higher vocational colleges who have obtained professional qualification certificates of senior engineers or above. Full-time colleges and universities refer to schools that enter through the general college entrance examination, undergraduate education unified recruitment and full-time postgraduate examination.

2. Within two years after graduation, all kinds of enterprises in our city (including Ningbo and provincial enterprises) or state organs, institutions, private non-enterprise units, social organizations and other employers will be employed or start their own businesses, sign labor contracts with a term of 1 year or above, participate in the endowment insurance for enterprise employees in our city according to law (except flexible employees) or participate in the endowment insurance for enterprise employees in Jiangsu Social Insurance Fund Management Center, and participate in the unemployment insurance in our city.

3. I don't have my own house in Ning (or the only house in my family with my parents), so I rent a house to live in. Houses that are not delivered as agreed in the contract are also recognized as housing for families.

Second, the subsidy standard and duration

Doctor is 2000 yuan per month, master is in 800 yuan every month, and bachelor (including senior engineer and above) is in 600 yuan every month (if the actual rent is lower than the subsidy standard, it will be subsidized according to the actual rent). The cumulative subsidy period shall not exceed 36 months.

Third, the subsidy application

1. The applicant shall apply for housing rental subsidy within 2 years from the date of issuance of graduation certificate.

2. Apply for housing rental subsidies and apply online (Hong Kong, Macao and Taiwan personnel shall report in writing to the municipal human resources and social security department). Applicants log on to Nanjing Human Resources and Social Security Network (/)-Special Column-Reporting Channel of Housing Rental Subsidies for College Graduates, complete identity authentication by scanning the QR code through my Nanjing mobile APP, fill in the application online or directly complete the application for rental subsidies in my Nanjing mobile APP- Wisdom Society-Rental Subsidies.

3. The applicant shall truthfully fill in the personal information, family members' names, ID card information and other declaration contents, and upload and submit the following materials clearly and completely:

(1) academic qualifications and degree certificates submitted by domestic full-time colleges; Full-time higher vocational colleges to submit academic qualifications, senior workers and above vocational qualification certificates; Foreign students submit the certificate of academic degree certification issued by the study abroad service center of the Ministry of Education.

(2) The leased house shall sign a house lease contract with the property owner or the house business unit, issue a house lease registration certificate or rent invoice, and indicate the monthly rent amount, lease term and other terms. Rental materials can choose to submit rental registration certificate or rent invoice (either one).

(3) In Jiangsu Social Insurance Fund Management Center, if you participate in the old-age insurance for enterprise employees, submit the certificate of participating in the basic old-age insurance for provincial enterprises.

The above materials can be shared through the government information system, and will be obtained through the data platform, without the need for the applicant to upload.

4. If the application for housing rental subsidy is approved, there is no need to apply again during the renewal period. Meet the conditions of subsidies, monthly subsidies, quarterly payment.

During the renewal period, the applicant's employment and entrepreneurial unit remains the same, but if the lease contract is changed as follows, the relevant information shall be changed through the original declaration system in time, and the relevant lease materials submitted for the change shall be uploaded:

(1) Change the address of the rented house and sign a new house lease contract.

(2) When the lease contract expires, it will be renewed.

5. In any of the following circumstances, the applicant shall reapply for subsidies:

(1) Termination and rescission of the applicant's labor contract.

(2) The applicant's entrepreneurial entity goes bankrupt and is cancelled according to law.

(three) the applicant's application for housing rental subsidies has not passed the examination, or does not meet the subsidy conditions during the renewal period.

In the above situation, if the initial application is approved, the later application is equivalent to the change of materials, and the materials such as academic qualifications, degree certificates (or professional qualification certificates for senior workers and above) and academic degree certificates for going abroad (territory) will not be reviewed repeatedly.
