Basic introduction of southern Shandong economic belt
There are good basic conditions for accelerating the development of southern Shandong economic belt;
1. Excellent geographical location. The region is adjacent to Jiangsu, Henan and Anhui, located at the eastern end of the New Eurasian Continental Bridge, at the intersection of the Pan-Pacific Economic Circle, the China-Japan-Korea Economic Circle and the New Eurasian Continental Bridge Economic Belt, and also at the intersection of East China and North China, Shandong Peninsula and the Central Plains, the Yangtze River Basin, the Yellow River Basin and the Huaihe River Basin. In the economic development of the whole province, it has the function of connecting the south with the north, and can accept the radiation from the Bohai Economic Circle and the Yangtze River Delta at the same time.
2. Outstanding resource advantages. First, the mineral resources are rich and diverse. More than 60 kinds of minerals have been discovered in this area, among which Jining, Heze and Zaozhuang predict that the geological reserves of coal are 45 billion tons, accounting for more than 70% of the province, of which the proven geological reserves are 22 billion tons, accounting for more than 70% of the province's coal production; The predicted reserves of oil and natural gas in Heze are 65.438+0.6 billion tons and 300 billion cubic meters respectively. There are about 66 billion tons of limestone industrial reserve for cement, 37 billion tons of gypsum and 6 billion tons of granite and marble, which has the advantage of building a large-scale high-quality building materials base. Second, water resources are abundant. There are four major water systems in this area, namely Nansi Lake, Zhongyu Canal, Yishu River and Dunhua Sea. The Yellow River enters Shandong from Heze, and there are many rivers, lakes and reservoirs. The total amount of water resources is about 654.38+066 billion cubic meters, accounting for 54% of the province. Per capita water resources are 66% higher than the average level of the whole province, which is the richest area in our province. Third, abundant labor resources. The total amount of labor resources exceeds 2 1 10,000, including employees 1.845 million. The people in southern Shandong are simple and hardworking, and the cost of human resources is relatively low. In 2006, the average wage level of employees was lower than that of the whole province 15%, of which Heze was 38.2% lower. Fourth, cultural tourism elements are rich and colorful. Confucian culture is world-famous, such as the hometown of Confucius and Mencius in Jining, Liangshan in Shui Bo, Nansi Lake, Beijing-Hangzhou Canal, Wen Tao and martial arts in Linyi, Yishui in Mengshan, Guanshi Liuyuan in Zaozhuang, peony flowers in Heze, coastal scenery in Rizhao and so on. Humanistic tourism, eco-tourism and red tourism have great development potential.
3. Infrastructure such as transportation is relatively perfect. The region has formed a three-dimensional transportation network criss-crossing sea, railway, highway, aviation and inland river shipping. Rizhao Port's throughput in 20 10 will soon exceed 200 million tons, making it the second largest hub port in Shandong Province and the eighth largest port in China. Heyan-Ri Railway intersects with Beijing-Kowloon, Beijing-Shanghai and jiaozhou-xinyi railway in southern Shandong, forming the main frame of three vertical and one horizontal railways; Roads extend in all directions, with 5 expressways and 9 national highways as the skeleton, forming a 1 1 vertical 3 horizontal highway traffic network; There are two airports in the region, Linyi and Jining, and Linyi Airport has become a busy airport among the medium-sized airports in China. The capacity of the south section of the Beijing-Hangzhou Grand Canal in Jining reached 25 million tons.
4. The industrial system is relatively sound. After nearly 30 years of reform and opening up, especially the large-scale construction during the Tenth Five-Year Plan period, the economy and society in southern Shandong Province have developed rapidly, laying a good industrial foundation for better and faster development. Strong agricultural foundation. This area is the main grain producing area in the province, accounting for nearly 40% of the total output of the province. Jining and Heze have two national large-scale commodity grain production bases. The output of oil, meat, fresh water products and vegetables occupies an important position in the province and has good conditions for developing modern agricultural products production and processing bases. The industrial system is relatively perfect, and an industrial system with energy, chemical industry, medicine, machinery, building materials, textiles, clothing and food as the pillars, relatively complete categories and strong supporting and cooperation capabilities has been initially established. The energy supply is sufficient, and the installed power generation accounts for one-third of the province. A number of key enterprises and brand-name products have been cultivated. The service industry, which focuses on business logistics, cultural tourism, hotel catering industry and real estate industry, has developed rapidly. Southern Shandong Economic Belt plays an important role in the economic and social development of our province. During the 11th Five-Year Plan and the next period, there are many strategic opportunities to speed up development and construction.
1. The acceleration of economic globalization has brought good opportunities for southern Shandong to better undertake international and domestic industrial transfer. With the accelerated pace of industrial transfer in developed countries, problems such as insufficient development space, shortage of land, water, electricity and mineral resources, increased pressure on ecological environment and rising business costs have emerged in China's coastal developed areas. Some labor-intensive and resource-consuming industries show the momentum of accelerating the transfer. This is conducive to the southern Shandong Economic Belt to undertake advanced technology, capital and industrial transfer on a larger scale and at a higher level with the advantages of broad market, abundant labor force and low cost.
2. The national macro-policy adjustment has brought environmental opportunities for the accelerated development of southern Shandong. The state strengthens and improves macro-control, strengthens the overall planning of urban and rural and regional development, further strengthens the basic position of agriculture, encourages and supports energy, service industry, infrastructure, science, education, culture, health and other undertakings, and supports the accelerated development of underdeveloped areas. These aspects give Lunan unique advantages and provide good opportunities for its development and construction.
3. The implementation of "one body and two wings" and the marine economic development strategy has brought great opportunities for the accelerated development of southern Shandong. In order to promote the coordinated development of the province's regional economy, the provincial party committee and government put forward and implemented the strategy of "one body and two wings" and the development of marine economy, taking the southern Shandong Economic Belt as the key development area and further increasing policy support. Southern Shandong Economic Belt is in the stage of accelerated industrialization. Compared with developed areas, this area has strong environmental carrying capacity, rich energy resources and great development potential and stamina. By drawing lessons from advanced development models and successful experiences at home and abroad and giving full play to the advantages of backwardness, the environmental cost of development can be reduced, and advanced regions can be quickly overtaken to achieve leap-forward development. There are good conditions for accelerating the development and construction of the southern Shandong Economic Belt, but there are still many contradictions and problems in the development, and there are also many challenges and constraints.
1. The economic aggregate is small and the competitiveness is not strong. The population and area of southern Shandong account for about one-third of the province respectively, but the GDP accounts for only one-fifth of the province, and the local fiscal revenue is less than one-sixth of the province. Per capita GDP is only 62% of the provincial average, which is lower than the average level of Shandong Peninsula urban agglomeration and provincial capital economic circle 19800 yuan and 98 17 yuan respectively. Among 30 economically strong counties in the province, there are only 4 in this respect, but it accounts for 18 in 30 economically underdeveloped counties. There is a serious shortage of talents, especially high-level talents, with little investment in science and technology and weak innovation ability. In 2006, the expenditure of industrial science and technology activities above designated size in five cities in southern Shandong only accounted for 1 1% of the whole province, of which the expenditure of research and development accounted for 9% of the whole province, and the expenditure of new product development was less than 7% of the whole province.
2. The industrial structure is unreasonable, and the problem of industrial integration is more prominent. The level of industrial structure is low, the proportion of primary industry is still high, and the degree of industrialization, standardization and marketization needs to be improved. The scale of industrial enterprises is small, the leading enterprises with strong driving ability are not enough, the technical content is low, and the rough processing of resources is still the mainstay, and the resource advantages are far from being transformed into commodity advantages and economic advantages. The development of service industry lags behind, the traditional service industry still dominates, and the development of modern service industry and emerging service industry is still in the primary stage. Industrial development has obvious convergence. The pillar industries of cities are mainly concentrated in traditional industries and fields such as building materials, machinery, chemicals and textiles. And the competition in the same industry is fierce, and the problem of similarity between low-tech and low value-added products is outstanding.
3. The level of industrialization and urbanization is not high, and the degree of economic extroversion is low. In 2006, the industrial added value of the five cities in southern Shandong accounted for only 40.5% of GDP, which was 1 1.8 percentage points lower than that of the whole province. Cities are generally small in scale and their driving ability is not strong. The urbanization rate of population is only 37.5%, which is 8.6 percentage points lower than the provincial average. The dependence on foreign trade is not high, the import and export scale is small, and the commodity structure is low. In 2006, the total import and export value was US$ 9.67 billion, and the actually utilized foreign direct investment was US$ 960 million, accounting for only 10. 1% and 9.6% of the whole province respectively.
4. The surrounding areas are under great competitive pressure. With the introduction of supporting policies in Jiangsu, Henan and Anhui provinces, the border economy has developed rapidly, and the development of southern Shandong is facing strong competitive pressure. Therefore, accelerating the development of southern Shandong Economic Belt and improving its comprehensive strength and competitiveness is of great significance for our province to consolidate its strategic hinterland and expand its development space in regional economic development and competition.
