On the issue of setting off fireworks and firecrackers during the Spring Festival in Xifeng City

Notice on Prohibiting and Restricting Discharge Areas

In order to strengthen the comprehensive management of the environment during the Spring Festival in Xifeng City, reduce the environmental noise and air pollution caused by fireworks and firecrackers, purify the air quality, and improve the degree of urban civilization, according to the Law on the Prevention and Control of Air Pollution in People's Republic of China (PRC), the Regulations on the Safety Management of Fireworks and Firecrackers, the Regulations on the Prevention and Control of Air Pollution in Gansu Province, and the Regulations on the Management of Fireworks and Firecrackers in Qingyang City, the relevant matters concerning the discharge of fireworks and firecrackers during the Spring Festival in Xifeng City are hereby notified as follows.

First, no fireworks area.

(1) Harmony Square area: south to Shuozhou West Road, west to Changqing Avenue, north to Anhua West Road, and east to Huang Qi Avenue (including Harmony Square, Qingyang Municipal Government, front of Xihe Jincun Hotel, municipal government community, and city museum);

(2) West Street area: south to Anding West Road, west to Changqing Avenue, north to Jiefang West Road and east to Nanbei Street (including Xiaoshizi, Qingyang No.5 Middle School, Ding Sheng International Pedestrian Street and Xijiao Gas Station);

(3) People's Square area: south of Yongping Road, east of Jiulong Road, west of Guangchang Road, north of Dongjie Street and east of Jiulong Road (around Haoxin Square, around Dongfanghong Primary School and around Qingyang No.1 Middle School);

Second, limit the discharge area.

Except for the area where fireworks and firecrackers are prohibited in the urban built-up area.

Three, prohibit and limit the time of setting off fireworks.

(a) it is forbidden to set off fireworks and firecrackers at any time in the forbidden area;

(two) during the early warning period of non-heavy pollution weather, fireworks and firecrackers can be set off in the restricted discharge area on New Year's Eve, the first day of the first month, the fifth day of the first month and the fifteenth day of the first month, and fireworks and firecrackers are prohibited at other times.

4. If it is really necessary to set off fireworks and firecrackers, hold fireworks parties and other large-scale fireworks display activities within the above scope, the organizer shall report to Xifeng Branch of Qingyang Municipal Public Security Bureau for approval, and set off the fireworks according to the approved time and place.

Five, in violation of the provisions of this notice, the public security department shall investigate and deal with fireworks.

6. Any unit or individual may dissuade and report the discharge of fireworks and firecrackers in violation of the provisions of this circular. The reporting telephone number is 1 10.

Seven, this notice shall come into force as of 2023 1 month 1 day.
