First, people from Hubei, Han and other medium-risk areas come to Cao.

Encourage all localities and employers to adopt a "point-to-point, one-stop" way to carry out centralized and accurate transportation of Hubei, Han and Cao migrant workers with "green codes" to ensure safe and orderly return to their posts. Hotels, hotels, rental houses and other key places should strictly fulfill the reporting obligation of personnel accommodation during the epidemic, and personnel from Wuhan and Hubei Province must report to the local police station or village committee at the first time.

2. Those who leave Hubei and Han nationality with healthy "green code" will be provided with health management services of nucleic acid detection and 1 antibody detection twice after arriving in Cao, and the interval between the two nucleic acid detection will be at least 24 hours. If the test results are negative, they will be allowed to flow freely, be included in the community grid service management, and implement medical follow-up and health monitoring. If any test result is positive, immediately and safely transport it to the designated hospital for isolation and diagnosis.

3. People from China's risk areas, regardless of the personal health code level, will be subjected to 7 days of centralized isolation medical observation, and nucleic acid and 1 antibody tests will be carried out twice at the same time, and the test results are all negative. After the expiration of centralized isolation, they were observed at home for 7 days. Those who do not have the medical observation conditions of home isolation will still take measures of centralized isolation for 7 days.

4. Hubei nationals with "yellow code", "red code" or no valid health certificate will be notified by Baolian to suspend their return to Cao. Those who return by themselves will be safely transported to the centralized isolation point for isolation observation at their own expense 14 days; Personnel who come to Cao from other regions with yellow codes or from red team shall be managed according to the domestic epidemic risk areas.

5. If people, old people and children in other low-risk areas outside Hubei Province are really unable to apply for health codes due to mobile phone problems, contact the place of departure and issue a health certificate; If the health codes cannot be mutually recognized, guide them to apply for "Epidemic Prevention Health Information Code" or "Hebei Health Code" on the national government platform, and judge their health status through text information. Health status shows low risk, normal activity, medium risk or high risk, centralized observation and detection.

Second, overseas Cao personnel

All patients were isolated for medical observation 14 days, and nucleic acid and antibody were detected twice and 1 time. If the number of days of centralized isolation at the place of entry is less than 14 days, or the nucleic acid and antibody tests have not been carried out twice, they will be supplemented according to the above standards after returning to Cao. After the expiration of centralized isolation, family medical observation was carried out for 7 days. Those who do not have the medical observation conditions of home isolation will still take measures of centralized isolation for 7 days.

Note: If home isolation is implemented after the expiration of centralized isolation, the isolated person must have the condition of living alone, and the notice of observation of home medical isolation is posted in a prominent position in the residence by the local township street. If there is only one house, the isolated person needs to live with his family. Even if there is a separate isolation room and independent sanitary facilities, in order to protect the health and safety of his family and others, the cohabitant must be isolated at the same time and a notice board for staying at home must be posted. Do not have the above conditions, still concentrated isolation for 7 days.

Third, the issue of returning foreigners to China.

In the middle and dangerous areas such as Wuhan City, Hubei Province, or those who come to Cao from red team and Code Yellow, because isolation measures are needed, the working class will arrange for vehicles to pick them up on 120 in time and isolate them directly.
