Each party group has at least three party member, at least one of whom is officially party member. Chapter IV Article 13 of "Regulations on the Work of Party Branches in China * * * * (for Trial Implementation)" Party branches with a large number of people in party member or scattered places of work and residence in party member shall, according to the principle of facilitating the organization of activities, divide several party groups and set up party group leaders.

According to this provision of the "Regulations", the following points should be grasped when dividing the party group:

When establishing a party group, we must consider the number of party branches in party member. A party branch should not be divided into too many party groups, and each party group should not be less than 3 party member (including at least 1 official party member). If there are less than 3 party member in a unit, they can be edited as a party group together with party member in the adjacent department.

Regarding the maximum number of party member, although there is no document stipulating the maximum number of party member, according to the requirements of the Regulations that the number of Party branches in party member should not exceed 50, the number of party member in party member should not exceed 50 in principle.

The establishment of the party group needs to take into account the scattered work and residence in party member, which will bring inconvenience to the daily education management and the organization of "three meetings and one lesson" in party member. Party branches with a large number of people in party member or scattered places of work and residence in party member shall be divided into several party groups and set up party group leaders according to the principle of facilitating organization and activities. The leader of the party group is appointed by the Party branch or recommended by the party group party member.

The party group is not the first-level organization of the party. The division and establishment of the party group is decided by the branch committee and does not need to be reported to the higher-level party organization for approval.

However, the Party branch committee should report to the higher-level party organization in time after the formation of the party group, so that the higher-level party organization can understand and grasp the situation.
