No.
You cannot stay in a hotel if you have an ID photo, because the ID photo is not an ID card and cannot prove the validity of your identity. So showing a photo of your ID card does not count as showing your ID card. Article 6 of the "Hotel Industry Public Security Management Measures" requires hotels to register for accommodation. When registering, the passenger's identity document shall be checked and the passenger's identity document shall be truthfully registered according to the prescribed items.
