Inspection requirements (1) for those who depart from Malaysia and fly directly to China.

Personnel who fly directly from Malaysia to China without passing through a third country should complete the sampling and testing of nucleic acid and serum IgM antibody at the testing institution designated or recognized by the Embassy of China in Malaysia (see QR code 1 for details) within 48 hours before boarding the plane, and report to the Embassy of China in Malaysia or the Consulate General of China in Kuching, Kota Kinabalu and Penang according to the consular jurisdiction where they are located.

(2) Persons flying to China via a third country.

Whether you leave the country from a third country and fly to China via Malaysia or leave Malaysia via a third country, you must carry out nucleic acid and IgM antibody tests in the originating country and the transit country (the country where the direct flight from China takes off), and apply for a green health code or health statement with "HS" logo from the embassy and consulate of China in the originating country and the embassy and consulate of the transit country (the country where the direct flight from China takes off) respectively.

The first test was carried out in the country of origin, and sampling and testing were completed within 48 hours before boarding the plane, and negative certificates of nucleic acid detection and serum IgM antibody detection were obtained.

The second test was carried out in the transit country (the country where the direct flight to China took off), and the sampling and testing were completed within 48 hours before boarding the plane, and the negative certificates of nucleic acid test and serum IgM antibody test were obtained.

Special note: Passengers outside Malaysia should avoid connecting flights in Malaysia. At present, foreigners are prohibited from entering Malaysia, and the transit area of Kuala Lumpur Airport does not provide testing services for the time being. The transfer personnel who come to Malaysia will not be able to carry out the second test in Malaysia, nor will they be able to obtain a double negative report, which does not meet the flight conditions. Therefore, passengers who have bought or intend to buy air tickets to China via Malaysia should reschedule or adjust their itinerary as soon as possible, otherwise they will directly face the risk of being repatriated by the original plane or being arrested and detained for staying in Kuala Lumpur Airport for overtime. At present, hotels, restaurants, supermarkets and other service facilities in the international transit area of Kuala Lumpur Airport cannot operate normally and cannot solve the accommodation problem. The consequences of detention and repatriation caused by connecting flights are borne by individuals.

Considering that many transit airports do not have the testing conditions, in order to avoid the phenomenon of detention in transit places and reduce the risk of travel infection, it is suggested that people leaving Malaysia for China should fly directly to China after testing in Malaysia. From June 5438+065438+1October 8, 2020, the Embassy of China in Malaysia or the Consulate General of China in Kuching, Kota Kinabalu and Penang will no longer accept applications for nucleic acid coding or health declaration from passengers who transfer to China through third places in principle.

China citizens apply for a green health code with "HS" logo. After obtaining the negative certificate of nucleic acid test and serum IgM antibody test, China citizens should immediately go through the international version of the small program of epidemic prevention health code (see annex QR code 2 for details), declare their personal situation and take photos to upload the negative certificate of nucleic acid test and serum IgM antibody test. After examination by the embassy or consulate, you can get a green health code with "HS" logo. Airlines that fly directly to China will issue green health codes with "HS" logo issued by the embassies and consulates of the countries where the flights take off. Please take the flight within the validity period of the health code, and cooperate with the airline to check when you take the flight.

Foreign citizens should send the valid passport information page, the negative test certificate and the scanned health statement signed by the applicant to the e-mail address designated by the embassy or consulate after obtaining the certificate that both the nucleic acid test and the serum IgM antibody test are negative. After the approval of the embassy or consulate, the scanned health statement will be returned to the applicant by e-mail, which will be printed by the applicant and carried with him. Airlines flying directly to China will release passengers according to the health statement issued by the embassy or consulate of China where the flight takes off. Please take the flight within the validity period of the health declaration, and cooperate with the airline to check when you take the flight.

Special reminder (1) Please read this notice carefully and follow it. If the results of nucleic acid test and serum IgM antibody test are negative as required, and the green health code or health statement marked "HS" is not provided before the flight, it means that the flight conditions are not met for the time being, and the itinerary needs to be rescheduled or reasonably adjusted.

(2) Please carefully choose the transit route to China. Carefully understand the entry regulations of the countries to be transported in advance, as well as the relevant requirements for the detection of nucleic acid and serum IgM antibody at the transfer site, so as to avoid the consequences of being unable to enter the country or being detected at the transfer site, and the health code or health statement does not meet the requirements, which will lead to the detention at the transfer site and increase the risk of epidemic infection.

(3) 48-hour time limit: If the sampling date is 1 1.6, 1 1.7 and negative proof of nucleic acid detection and serum IgM antibody detection is issued, the flight boarding time should be no later than 1 1.8, that is/kloc. Chinese and foreign passengers who intend to travel from Malaysia to China are required by the embassy or consulate in Malaysia to take samples at the designated inspection agency two days before boarding the plane. After obtaining the double negative certificate on the same day or the next day, you should apply to the embassy or consulate for a green health code or health statement with "HS" logo as soon as possible. As the embassy or consulate needs to check the examination certificate, please do not upload the certificate on the same day.

(4) Passengers departing from Malaysia must go to the testing institution announced by the Ministry of Health of Malaysia for testing. The list of inspection agencies of embassies and consulates can be obtained by scanning and pasting QR codes, and the list of inspection agencies will be updated in time. Please ask the passengers in advance whether the testing institutions can carry out nucleic acid testing and serum IgM antibody testing, confirm the time required to issue the results, and try to choose the institutions that can issue the results on the same day or the next day.
