Xichang was called Du Qiong in ancient times. In the Qin Dynasty, "Taste the county and stop at Han". But in the Qin Dynasty, why Xichang was a county was lost. According to Gong Yu, Xichang belongs to Liangzhou, which was occupied by Southwest Yi in the early Han Dynasty and is the territory of Du Qiong.

In the sixth year of Ding Yuan in the Western Han Dynasty (1 1 1), Emperor Wu of the Han Dynasty took Du Qiong as the Yue County, which governed fifteen counties, belonging to Yizhou, and the county ruled Du Qiong. Jin moved to the county, and there was no county to govern the society (now Huili County). The Southern Dynasties and the Song Dynasty also ruled Du Qiong. In the Southern Dynasties, it was the old county.
