According to the Regulations on Property Management (Order No.504 of the State Council), Measures for the Implementation of Property Service Charge Management in Hubei Province (E Zhengfa [2007] 107), Detailed Rules for the Implementation of Motor Vehicle Parking Service Charge Management in Hubei Province (E Zhengfa [2065438+03] No.83) and Measures for Property Management in Enshi Tujia and Miao Autonomous Prefecture, "(6544) After research and approval by the Municipal People's Government, the guiding price of property service charges for ordinary residential quarters in Enshi City is formulated, and relevant matters are hereby notified as follows:
First, the scope of ordinary houses
Ordinary housing refers to ordinary commodity housing (including affordable housing) other than villas, non-residential areas, senior apartments and serviced apartments (hereinafter referred to as ordinary housing).
2. Property service fees include comprehensive management service fees, parking service fees and special service fees. The comprehensive property management service fee of ordinary residential quarters managed by property enterprises is subject to government guidance price, and the parking fee is subject to government pricing. Enshi ordinary residential area comprehensive management service fee standard, according to the level of property services, according to the multi-storey residential, high-rise residential classification to develop guidance prices (see annex1); In ordinary residential areas, if the closed garage and open-air parking lot (parking space) that meet the planning standards are provided with management services by the personnel of the property service enterprise, the parking service fee shall be subject to government pricing management according to the vehicle type and service quality (see Annex II for details). The specific charging standard for comprehensive management of residential property shall be agreed in the contract between the property service enterprise and the owner, the owners' committee or the construction unit within the scope of the guiding price. Other property service items and property service charges in non-ordinary residential areas shall be subject to market-regulated prices, and the charging standards shall be agreed by the property service enterprises and the owners in the contract.
3. The comprehensive management service fee includes: cleaning, cleaning and removal; Greening and maintenance; Order maintenance; Costs of labor, raw materials and auxiliary materials for operation, minor repairs and maintenance of public facilities and equipment such as lighting, ventilation, power supply, water supply and drainage, elevators, etc.
Parking service fee: refers to labor, raw and auxiliary materials and other expenses. Expenses incurred for maintenance of parking facilities, related roads and management.
Special service fee: refers to the fees charged by the property service enterprise for indoor maintenance and domestic service entrusted by the owner. The special service fee shall be subject to market adjustment price, which shall be determined through consultation between the property service enterprise and the owner.
Four, development and construction units and property buyers before signing the sales contract, should be based on the Enshi ordinary residential area property management service level standard (Trial) "and the corresponding level of fees to determine the prophase property service enterprises, and in the property sales contract clearly prophase property service fees and service content. If the owners' committee has been established and a realty service contract has been signed with the realty service enterprise, the prophase realty service contract shall be terminated.
Five, the selection of property services companies to implement property services, should be based on residential areas or property service areas as a unit, timely to the price department and the real estate administrative departments to declare the service level, by the real estate administrative departments in conjunction with the price and other relevant departments and units, in accordance with the Enshi ordinary residential property management service level standard (Trial) "approved service level. The realty service enterprise shall, in accordance with the approved service level and charging guidance price, apply to the competent price department for the "Hubei Province Service Price Supervision and Examination Certificate" before charging.
Six, included in the scope of property management has been completed but not yet sold, or due to the development and construction units did not hand over to the property buyers on time, the property service fee by the development and construction units in accordance with the provisions of full payment. Owners who have purchased but not moved in pay 70% of the residential property service fee.
Seven, the level of sporadic residential buildings and residential quarters managed by the realty service enterprise is not up to the three-level standard, which is lower than the three-level charging standard, and is determined by the realty service enterprise and the owner through consultation, and goes through the relevant charging procedures with the price department.
8. When the owner decorates the house, the realty service enterprise shall sign a decoration management agreement with the owner or the decoration enterprise, stipulating the relevant responsibilities, obligations and matters needing attention. According to the agreement that the decoration deposit (deposit) shall not exceed 2,000 yuan/room, the decoration worker's pass fee shall be charged according to the standard of 5 yuan/Certificate. The realty service enterprise shall refund the decoration deposit (security deposit) within 90 days after the renovation project is completed and accepted by the owner and the realty service enterprise.
Nine, the property service area, water supply, power supply, gas supply, sanitation, heating, communications, cable television and other units should charge the relevant fees to the end users. If the realty service enterprise accepts the entrustment to collect the above-mentioned related expenses, it may charge the entrusting unit a handling fee, and may not charge the owner additional fees such as handling fees.
Ten, the property service enterprises to low-income, vulnerable groups of property services to implement preferential policies, to rely on the civil affairs departments to subsidize the living expenses of laid-off workers, poor workers, low-income households property service fees, with valid documents by the property service enterprises charged by half, to five households exempt from property service fees.
Eleven, the realty service enterprise shall, in accordance with the "property service charges clearly marked provisions" (development and reform price inspection [2004] 1428 number) clearly marked, in a prominent position in the realty service area, the service content, service standards, charging items, charging standards and other related information for publicity.
Twelve, property services companies should strengthen management, reduce costs, and effectively provide quality and price consistent services for owners. For all kinds of price violations that only charge for no service or little service, do not clearly mark the price, set up independent projects or raise standards without authorization, and infringe on the interests of owners, the government price authorities will investigate and deal with them according to the Price Law of People's Republic of China (PRC) and the Provisions on Administrative Penalties for Price Violations, and reduce the service charges accordingly.
Thirteen. The published guide price of property service charges for ordinary residential quarters in Enshi City has been tried for two years since 20 14 12 1.
Enshi property service enterprises shall, after receiving this notice, strictly follow the provisions of the document, and the charging documents of the property service enterprises approved by Enshi Prefecture and Enshi Municipal Price Bureau shall be abolished at the same time.
