Annex: Trial Provisions on the Use of Figures in Publications

In order to unify the use of Chinese characters and Arabic numerals in publications involving numbers (such as time, length, weight, area, volume, etc.), these Provisions are formulated.

1. General

Where Arabic numerals are available and appropriate, they should be used. Under special circumstances, we can master it flexibly, but we should strive to maintain relative unity. Sorting out ancient books and publishing literary books and periodicals still follow the traditional style.

2. Two main situations in which Arabic numerals should be used.

Note: ① Year cannot be abbreviated, for example, 1980 cannot be written as 80 years, and 1950 ~ 1980 cannot be written as 1950 ~ 80 years.

All the days in a week are Chinese characters, such as Saturday.

(3) China's summer calendar and historical years before the Qing Dynasty use Chinese characters, such as 10 15, the fifth day of the first month.

④ Arabic numerals are used in the years of the Republic of China and Japan, such as the thirty-eighth year of the Republic of China (1949) and Showa 16 (194 1).

2.2 Counting and measurement (including positive and negative integers, fractions, decimals, percentages, divisors, etc. )

Note: ① The writing form of numerical value should consider the context. If one digit (one, two ... nine) does not appear in the first-class number that represents measurement and has statistical significance, it can be written in Chinese characters, such as one person, three books, four articles, six articles and nine thoughts.

(2) For figures with four digits or more, the internationally accepted three-digit segmentation method is adopted. The position of half an Arabic numeral between parts. Non-technical professional books and periodicals cannot be divided into sections at present. However, the method in subparagraph ""does not conform to international and national standards and should be abolished.

(3) Numbers with more than 5 digits and mantissa greater than zero can be rewritten into tens of thousands or hundreds of millions. Under normal circumstances, the unit shall not be ten, hundred, thousand, one hundred thousand, one million, ten million, one billion, ten billion, one hundred billion (except prefixes in legal units of measurement such as kilograms, kilometers, kilowatts and megahertz). For example, 345 million kilometers can be changed to 345 million kilometers or 345 million kilometers, and it cannot be written as 345 million kilometers or 345 million kilometers.

④ Multi-digits written in Arabic numerals cannot be moved.

3. Two main situations of using Chinese characters

3. 1 Numbers as morphemes constitute stereotypes, phrases, idioms, abbreviations or rhetorical sentences.

4. The number of editions, volumes and page numbers in quotation marks are generally Arabic numerals, unless the ancient books are consistent with the editions according to them.

5. When the horizontal title involves numbers, it can be handled flexibly according to the actual needs and possibilities of the layout.

Advocate horizontal arrangement. When vertical arrangement is really necessary, all the numbers involved in this paper should be Chinese characters except Arabic numerals that must be reserved. The Arabic numerals that really need to be kept should be placed horizontally in the up, right and down directions.

6. These Provisions shall be implemented as of February 1 year 1 day. Comments can be made at any time during the trial period for further revision.
