What are the five essential contents of a hotel?

According to the newly revised Law on the Protection of Minors and other laws and regulations, People's Republic of China (PRC) and the Ministry of Public Security put forward the "five musts" for hotel operators to receive minors, namely:

1. When hotel operators receive minors, they must check their identities, truthfully register and submit relevant materials;

2. When hotel operators receive minors, they must ask the contact information of parents or other guardians of minors and record them for future reference;

3. When hotel operators receive minors, they must ask about the identity relationship with others and record it for future reference;

4. When hotel operators receive minors, they must strengthen safety inspection and tourist management to prevent illegal infringement on minors;

5. When hotel operators receive minors to check in, they must immediately report suspicious circumstances to the public security organs, contact the parents or other guardians of minors in time, and take corresponding safety protection measures to effectively prevent the occurrence of cases of hotel infringement on minors and protect their physical and mental health.

According to the relevant laws and regulations of our country, all counties (cities) should strengthen publicity and education, strengthen supervision and inspection, incorporate the implementation of the protection of minors into the daily inspection and spot check of the hotel industry of public security organs, urge and guide hotel operators to accurately understand the "five musts" and prevent problems such as refusing minors to stay. Those who fail to fulfill their obligations under the Law on the Protection of Minors shall be given heavier punishment in accordance with relevant laws and regulations. All localities should take the "five musts" as the "compulsory subjects" for the daily inspection of hotels. The public security organs should investigate the main responsibility of the operators and related personnel involved in criminal cases against minors in hotels, and severely investigate and deal with those who fail to implement the "five musts" according to law.
