Yes. The right to operate a franchise store is a franchise right and cannot be transferred without authorization. However, it can be transferred after notifying the competent department in writing and obtaining its consent. Article 7 of the "Commercial Franchise Management Regulations" stipulates that the franchisor engaging in franchise activities shall have a mature business model and the ability to continuously provide business guidance, technical support, business training and other services to the franchisee. To engage in franchise activities, the franchisor must have at least 2 directly-operated stores and operate them for more than one year.
