How does gay Tony in Grand Theft Auto talk to people?

In the expansion of The Legend of Gay Tony, the protagonist Louis can drink and dance with women in the hotel, but he can't "talk" with others while roaming. Talking to people can only happen in the following situations:

1, in the plot animation.

When fighting with the enemy or the police, Louis sometimes taunts the other side.

Louis will curse each other when he crashes at high speed.

Walking in the street sometimes pushes others to talk.

This is the GTA4 trilogy. In GTA5, you can interact with passers-by, but the other person's reaction is usually to ignore you, or to say something ugly, passers-by will beat you up.
