Planning, public security, finance, industry and commerce, construction, transportation, price and other departments at all levels shall, in accordance with their respective responsibilities, assist the urban public transportation and passenger transportation administrative departments in the management of urban public transportation and passenger transportation. . Article 5 Urban public transport passenger transport shall adhere to the principles of comprehensive planning, unified management, coordinated development, and passenger service.

People's governments at all levels should incorporate the urban public passenger transport development plan into the national economic and social development plan and coordinate with the city's overall plan.

The government should actively implement the public transportation priority policy, advocate the use of market mechanisms, and develop urban public transportation and passenger transportation. Chapter 3 Facilities Management Article 11 The urban public transport passenger transport facilities referred to in these Regulations refer to urban public transport buses, trams, station facilities, dedicated lanes, power supply lines and other urban public transport passenger transport lines. Article 13: Operators should maintain and manage various facilities, regularly test and identify technical performance, safety indicators and pollutant discharge status to ensure their integrity and normal operation. Article 14 The following acts are prohibited for urban public transportation line facilities:

(1) Relocation, demolition, and occupation without authorization;
