The operators referred to in these regulations refer to units and individuals engaged in urban public transportation business. Article 3 All units and individuals engaged in urban public transport passenger transport business within the administrative area of ??Hangzhou City shall abide by these regulations. Article 4: The administrative department of Hangzhou City Public Transport Passenger Transport shall be in charge of the city's urban public transport passenger transport work and shall be responsible for the organization and implementation of these Regulations.

The urban bus and passenger transport administrative departments of each county (city) are responsible for the local urban bus and passenger transport management work.

Planning, public security, finance, industry and commerce, construction, transportation, price and other departments at all levels shall, in accordance with their respective responsibilities, assist the urban public transportation and passenger transportation administrative departments in the management of urban public transportation and passenger transportation. . Article 5 Urban public transport passenger transport shall adhere to the principles of comprehensive planning, unified management, coordinated development, and passenger service.

People's governments at all levels should incorporate the urban public passenger transport development plan into the national economic and social development plan and coordinate with the city's overall plan.

The government should actively implement the public transportation priority policy, advocate the use of market mechanisms, and develop urban public transportation and passenger transportation. Chapter 2 Planning and Construction Article 6 The urban public transportation administrative department shall, in accordance with the city's overall plan, work with the planning administrative department to prepare a special plan for the development of urban public transportation and passenger transportation, and after soliciting opinions from the transportation and other relevant departments, make a final decision Approved and implemented by the people's government at the national level. Article 7 When selecting the site for a construction project, the planning administrative department shall provide planning and design conditions according to the requirements of the special plan for the development of urban public transportation and passenger transport.

New area development, old city reconstruction, residential area construction, new construction and expansion of airports, railway stations, long-distance passenger bus stations, docks, tourist attractions and large-scale commercial, entertainment, cultural, educational, sports centers and other projects , If the urban bus passenger transport line facilities are arranged according to the special planning for urban bus passenger transport development, the construction unit shall provide construction land in accordance with the planning and design conditions and the land use agreement.

Urban public transportation passenger line facilities should be designed and constructed simultaneously with the main project, and be delivered for use upon completion and acceptance. However, urban public transportation passenger line facilities configured for residential area construction shall not be completed until the main project. When a certain completion rate is reached, it should be completed and accepted and delivered for use.

The investment in urban public transportation passenger line facilities shall be borne by the government; if the construction unit applies, it may also be borne by the construction unit upon approval by the urban public transportation administrative department. The property rights of urban public transportation line facilities belong to the state, and operators are charged for their use. Article 8 When planning, constructing and renovating urban roads, urban bus and tram harbor stops and bus shelters should be set up as needed, and priority passing facilities should be set up at road intersections. Where existing road traffic conditions permit, urban bus and tram harbor-style stops and dedicated lanes should be set up.

Urban public transportation lines should set up stations at a distance of 500 meters to 600 meters on urban roads; other general roads should set up stations at a distance of 800 meters to 1,000 meters, taking into account the distribution of enterprises, institutions and villages and towns along the line. . The distance between upstream and downstream stations at the same station should generally not exceed 50 meters, and the station names must be consistent.

The establishment, change, addition or deletion of urban bus passenger transport line stations shall be implemented after review and approval by the urban public transport administrative department in conjunction with relevant departments. Without permission, no unit or individual may change at will.

Article 9: For the design and construction of urban public transportation projects, the construction unit shall entrust units with corresponding qualification (quality) certificates to undertake the design and construction, and strictly implement the relevant national technical standards and specifications. Article 10: No unit or individual may appropriate or misappropriate the land for urban public transportation line facilities determined in the city's overall plan for other purposes. Chapter 3 Facilities Management Article 11 The urban public transport passenger transport facilities referred to in these Regulations refer to urban public transport buses, trams, station facilities, dedicated lanes, power supply lines and other urban public transport passenger transport lines. Dedicated facilities. Article 12 Urban public transportation facilities must be kept clean and intact, and various operating signs should be clear and eye-catching and comply with national standards. Article 13: Operators should maintain and manage various facilities, regularly test and identify technical performance, safety indicators and pollutant discharge status to ensure their integrity and normal operation. Article 14 The following acts are prohibited for urban public transportation line facilities:

(1) Relocation, demolition, and occupation without authorization;

(2) Posting or throwing away without authorization Objects and dumping dirt;

(3) Park non-urban public transport vehicles and pile objects within 30 meters before and after the line site along the road;

(4) Park the tram on Constructing buildings or other engineering facilities within the clear height of contact lines;

(5) Destroying and stealing urban public transportation passenger line facilities;

(6) Other damage to urban public transportation* **Passenger line facilities or behaviors that affect their normal operations.
