It is illegal for a hotel not to check in, and a fine is required. If the hotel staff fails to register the names, types and numbers of identity documents of the guests, or fails to stop them knowing that dangerous goods are brought into the hotel, they shall be fined between 200 yuan and 500 yuan; Hotel staff who knowingly fail to report to the public security organ that the guest staying is a criminal suspect or wanted by the public security organ shall be fined from 200 yuan to 500 yuan.

According to the relevant laws and regulations, if citizens need to prove their identity when engaging in related activities, they have the right to prove their identity with their resident identity cards, and the relevant units and their staff members shall not refuse. As long as the tenant's certificate is a valid certificate approved by the local public security bureau.

Valid documents include China citizens living in China, and they are resident ID cards or temporary resident ID cards; China citizens under the age of 16 living in China are registered permanent residence books, but minors must be brought by adults when staying in hotels; Identity documents of China People's Armed Police and Armed Police; Hong Kong and Macao residents, for Hong Kong and Macao residents to and from the mainland pass; Taiwan Province residents, mainland travel permit for taiwan residents or other valid travel documents; Foreign citizens are passports or other valid identity documents produced by public security organs.
