The difference in personnel boundaries is even greater. Industrial enterprises, construction enterprises, and transportation are usually labor-intensive, so they have a larger number of employees, so they are also divided into 2,000 and 3,000 people respectively. However, for retail, wholesale, postal service, accommodation and catering, although they are also labor-intensive compared to high-tech enterprises, the standards for the number of employees are obviously smaller than those for the above-mentioned industries, construction, and transportation.

Another thing worthy of attention is that small and medium-sized enterprises are actually a collective term for medium-sized enterprises and small enterprises. Except for the retail industry, all other industries regard an annual turnover/sales of 30 million yuan as a medium-sized enterprise. The lower limit for the retail industry is 10 million yuan. Industrial, small and medium-sized enterprises must meet the following conditions: less than 2,000 employees, or less than 300 million yuan in sales, or less than 400 million yuan in total assets. Among them, medium-sized enterprises must have 300 employees or more, sales of 30 million yuan or more, and total assets of 40 million yuan or more; the rest are small enterprises. In the construction industry, small and medium-sized enterprises must meet the following conditions:
