How should the hotel service industry practice the new safety production law?

According to the "20 16-202 1 China Hotel Industry Development Prospect and Investment Strategic Planning Analysis Report" issued by Forward-looking Industry Research Institute, the new law establishes the "twelve-character policy" of "safety first, prevention first and comprehensive management", and defines the important position, main tasks and fundamental ways to realize safe production. "Safety first" requires that production and business activities must put safety first, and development and interests cannot be exchanged at the expense of human life and health. "Prevention first" requires that the focus of safety production work should be on prevention, strengthen the investigation and management of hidden dangers, severely crack down on illegal behaviors, and control, prevent and reduce production safety accidents from the source. "Comprehensive management" requires the use of administrative, economic, legal, scientific and technological means, give full play to the role of society, workers and public opinion supervision, and do a good job in safety production. The new law adheres to the "twelve-character policy", summarizes practical experience, explicitly requires the establishment of a mechanism in which production and business units are responsible, employees participate, government supervision, industry self-discipline and social supervision, and further clarifies the responsibilities of all parties in production safety. To do a good job in production safety, it is fundamental to implement the main responsibility of production and business units, the participation of employees is the foundation, government supervision is the key, industry self-discipline is the development direction, and social supervision is the guarantee to achieve the goal of preventing and reducing production safety accidents.

In order to solve the "unattended" problem of safety production in small and medium-sized enterprises and promote the development of safety production management personnel in the direction of specialization and professionalization, the state has implemented the national unified examination for registered safety engineers since 2004 10, and 218,000 people have obtained qualification certificates. By the end of 20 13 and 12, nearly150,000 people had registered to practice in production and business units and safety production intermediary service agencies. The new law establishes the registered safety engineer system, which is promoted from two aspects: first, dangerous goods production and storage units, mines and metal smelting units should have registered safety engineers to engage in safety production management, and encourage other production and business units to employ registered safety engineers to engage in safety production management.
