Remediation of urban construction safety hazards: six key tasks deployed by the Ministry of Housing and Urban-Rural Development

People's Daily Online, Beijing, May 1 1 (Reporter Sun Hongli) Recently, the Safety Production Management Committee of the Ministry of Housing and Urban-Rural Development summarized the safety production work of the housing and urban-rural construction system in 20 19, and studied and deployed the key work in the next stage with the Implementation Plan for the Three-year Action of Special Renovation of Urban Construction Safety (hereinafter referred to as the Implementation Plan) as the starting point.

The Ministry of Housing and Urban-Rural Development pointed out that under the condition of normalization of epidemic prevention and control, we should continue to do a good job in the resumption of work and quality and safety of housing municipal projects. Since the beginning of this year, all localities have supported enterprises to resume production through measures such as safe production commitment system, online service, automatic extension of expired certificates and information supervision.

The Ministry of Housing and Urban-Rural Development requires that the six key tasks of the Implementation Plan should be implemented: First, strengthen the guidance of urban planning and construction management in various places, take urban safety and resilience as an important part of urban physical examination and evaluation, and implement urban safety development in all aspects and links of urban planning and construction management; Make full use of modern science and technology and information technology to establish a national, provincial and municipal urban safety platform system to promote urban safety and sustainable development.

The second is to guide the local authorities to comprehensively investigate and use the original buildings to be converted into gathering places for hotels, restaurants, schools, gyms and other personnel, investigate and deal with illegal construction, illegal changes in the main structure or use functions of buildings, and urge local authorities to rectify potential safety hazards.

Thirdly, according to the new situation of urban construction safety, the main responsibility of building owners, the supervision responsibilities of all parties involved in construction and relevant departments are clarified.

The fourth is to carry out a thorough investigation, study and formulate guiding opinions on strengthening the utilization of urban underground space and the safety management of municipal infrastructure, and promote the construction of underground infrastructure information and monitoring and early warning management platforms in various cities.

The fifth is to improve the technical standards of gas engineering and improve the long-term mechanism of gas industry management and accident prevention. Guide all localities to establish a normal monitoring mechanism for muck receiving sites, and promote the construction of municipal drainage pipe network geographic information system.

Sixth, urge enterprises to implement the main responsibility, guide all localities to carry out special treatment of hoisting machinery, high formwork, deep foundation pit and urban rail transit projects, crack down on illegal activities in the construction market according to law, and promote the reform of the construction safety production license system.
